Changes coming to Washington driver’s license to comply with feds

Washington is progressing toward compliance with the Real ID Act of 2005, which means that people will be required to have upgraded identification by October 2020 if they choose to travel on commercial flights after that date. A modest but significant change will be noticeable by Washington citizens renewing their driver’s licenses within only a few weeks after their current expiration date. The state will begin designating ordinary driver’s licenses and identity cards as non-compliant with federal requirements, as well as other documents.

  • Beginning on October 1, 2020, those phrases may cause you to rethink your trip plans.
  • It is necessary for you to have an upgraded license in order to fly, get admission into military bases, and enter certain other government sites.
  • While improved driver’s licenses and identification cards have been available for some years, the vast majority of individuals have chosen to use the regular license or identification card, which will continue to be accessible.
  • However, the standard driver’s license will no longer be accepted at airports by the Transportation Security Administration (TSA) after September 30, 2020.
  • The improved driver’s license serves as identification and permits the use of a motor vehicle on military bases and other government institutions.
  • It also permits re-entry into the United States over land and marine borders between the United States, Canada, Mexico, and the Caribbean.
  • The two types of cards may be distinguished by the language in the upper right corner, which will either indicate “Federal limitations apply” or be branded “Enhanced” if the card has been granted additional powers.

The cost of an improved driver’s license or identification card is $78.

Obtaining an improved document will necessitate the submission of documentation proving your citizenship and identity as well as proof of your residency and a Social Security number.

A passport or passport card, a certificate of naturalization or citizenship, or a birth certificate are all acceptable forms of identification to provide proof of citizenship.

military identification card, or government employee identification card will all suffice as proof of identity in the United States.

To establish residency in Washington state, you’ll need two pieces of documentation.

Those papers can include a Washington school transcript or report card from a prior or current school year, a bill dated within two months, a Washington voter card, a pay check or stub dated within two months, or a variety of other documents as proof of residency. The whole list may be seen here.

Is your Washington driver’s license compliant with REAL ID? We’ve got answers to your questions.

In order to be in conformity with the Real ID Act of 2005, citizens of Washington state will be required to receive improved identification by October 2020 if they wish to travel on commercial aircraft. Residents in Washington who renew their driver’s licenses will notice a minor but significant change in a little more than two weeks time. Standard driver’s licenses and identity cards will be marked by the state as not complying with federal criteria, starting in January. Beginning on July 1, the phrase “Federal limitations apply” will be printed in the upper right corner of a driver’s license.

Due to the fact that a conventional driver’s license or identity card will not be accepted as identification while trying to board a commercial airplane, you should dress accordingly.

A step toward complying with the Real ID Act, which was approved by Congress in 2005 and tightened the standards for papers accepted at the federal level.

In order to clarify the distinctions, the state Department of Licensing has developed a public education campaign, but here are a few of the most important points: When it comes to driver’s licenses and identification cards, what is the difference between the ordinary version and the enhanced version?

  • 30, 2020, the normal driver’s license will continue to serve as identification and will permit the operation of a motor vehicle, but will no longer be accepted by the Transportation Security Administration (TSA) at airports.
  • It will also be accepted at airports for domestic travel.
  • Identity cards and enhanced identification cards are subject to the same rules as regular identification cards, with the exception that they do not provide the right to drive.
  • $54 is the cost of a regular driver’s license or identification card.
  • Enhanced driver’s license or identification card Six years is the validity period for all of them!
  • Originals or government-certified copies of all papers are required.
  • A birth certificate can also be used as proof of citizenship.
  • Bring your Social Security card, a pay stub, or a W-2 form with your Social Security number clearly visible if you want to prove your identity.
  • Documents that meet this requirement include a Washington school transcript or report card from the previous or current school year, a bill dated within two months, a Washington voter card, a pay check or pay stub dated within two months, and a variety of additional documents.

It is possible to get the whole list on the website

Frequently Asked Questions

What exactly is REAL ID? The REAL ID Act is a federal law approved by Congress in 2005 that establishes new minimum criteria for state-issued identity documents, such as driver’s licenses and identification cards, among other things. Forms of identification that do not meet the requirements established by the laws are not permitted to be accepted by federal authorities. Since 2005, states have collaborated with the Transportation Security Administration and the Department of Homeland Security to satisfy the requirements of the REAL ID Act.

  1. There’s good news!
  2. On the TSA website, you may get a complete list of acceptable forms of identification:.
  3. Who is not eligible for an Enhanced Driver’s License (EDL) or an Enhanced Identification Card (EID)?
  4. How can I obtain an Enhanced Driver’s License or an Enhanced Identification Card?
  5. Make sure to check the Department of Labor’s website for wait times.
  6. A valid EDL or EID in Washington will need the submission of documentation that establish the following criteria.
  1. Valid proof of U.S. citizenship (e.g., a valid passport or a Certificate of Citizenship from the United States)
  2. Identification documentation (such as a valid driver’s license or passport)
  3. And Demonstration of a legitimate Social Security number (for example, a Social Security card or a W-2 that includes your SSN)
  4. Proof of residence in the state of Washington. (For example, a Washington identification card or an energy bill dated within two months)
  5. If you have legally changed your name more than once since birth, you must provide proof of each change (for example, a marriage certificate).

There are many different types of papers that may be used to give the necessary proof. You may find a comprehensive list on the Washington Department of Licensing website: how can I determine whether I already have an Enhanced Driver’s License or an Enhanced ID card? Washington’s REAL ID-compliant identity cards, unlike many other states’, do not feature a star at the top of the card, despite the fact that many other states’ cards do. The Washington EDL and EID are distinguishable by the presence of an American flag on the ID, the presence of a pink banner at the top of the ID, and the presence of the words “Enhanced Driver’s License” on the pink banner.

The Department of Labor said it is working with the Transportation Security Administration to guarantee that Washington’s EDL/EID is recognized at security checkpoints.

If you’re acquiring a new Enhanced Driver’s License or ID for the first time and have never had one before, the fee is $78.

In the case of an upgrade from a standard driver’s license or identification card to an Enhanced Driver’s License or identification card, the Enhanced Driver’s License will cost between $4 and $24 more than the standard renewal, depending on how many years of validity you have left on your standard license or identification card.

As a result, in addition to the $54 normal license renewal amount, you’ll be charged an additional $4 for each additional year of validity remaining on your license.

Ask the TSA/DOL

What causes the EDL/EID to be more expensive than a conventional Washington driver’s license/identification card? DOL:It takes a little longer to complete because we have to verify that you are a citizen of the United States. What is the procedure for renewing the EDL/EID? When it comes to the DOL license, it’s the same as the ordinary license. After six years, you can renew your license online; but, after 12 years, you must visit a local license renewal office. It’s precisely the same as the default setting.

  • The most common reasons why someone comes up and is unable to complete the requirements for an Enhanced Driver’s License are as follows: DOL: The birth certificate is the most frequent of these documents.
  • As a result, some persons have copies of their documents that have not been validated by the county of record.
  • If they were born in Washington, the Department of Health provides a link on their website where you may obtain a copy of their birth certificate if they were born there.
  • Simply said, we advise folks to check through the list that we have available online and to collect as many of the papers as they can before coming into the office.
  • TSA: The Transportation Security Administration (TSA) will utilize this identity for one reason and one purpose only: to verify that you are who you say you are in order to board an aircraft.
  • It’s only a function at the security checkpoint, nothing more.
  • DOL: No, in this state, you are only allowed to have one kind of identification.

DOL: It is possible to find a few offices in our high-traffic locations that are open till 5:30 p.m.

Definitely on the table, in my opinion, is the possibility of such a proposal.

If you don’t want to stand in line for an Enhanced ID, be sure to arrive early, especially if you need to renew your identification.

In order to receive an enhanced ID, you must come in regardless of whether you are upgrading, but you may do it right now.

If you don’t have a permanent physical address or you just use a post office box, how can you verify your residency for the purposes of getting an Enhanced Driver’s License or ID card?

What is the normal wait time for an Enhanced Driver’s License from the Department of Transportation?

It might take anything from a half-hour to an hour to complete the procedure, or it could take even less time.

Due to the fact that we are confirming papers and your Social Security number, the procedure will take a little longer than it would otherwise.

As soon as the federal government began discussing the possibility of finally enforcing the REAL ID act, we were already issuing the Enhanced Driver’s License (which requires U.S.

The green card obtained by the TSA can be used as a travel document.

Will this continue to be an option for passengers following the implementation of REAL ID compliance?

The procedure is referred to as our identification-verification process, and those who have gone through it are familiar with what it entails: an officer doing what amounts to a public-records background check on you.

It will also necessitate extra screening.

Due to limited resources, the Transportation Security Administration is evaluating its ability to conduct such sorts of inspections.

I subscribe toCLEAR, which requires no identification and allows you to be cleared by either an eye scan or a fingerprint match.

TSA: That is currently being addressed.

CLEAR will be given instructions, and those instructions will be shared to its members, regarding how REAL ID connects with the services they offer.

While the TSA at the Seattle International Airport may recognize the Washington Enhanced Driver’s License, TSA personnel at other airports are looking for a gold star in the right corner of the document.

Is it possible that TSA personnel are being trained to recognize the appearance of all compliant IDs?

That is something for which they will have reference guides, and if you are informed that your enhanced driver’s license is not acceptable, remember that a Washington state enhanced driver’s license is an approved type of REAL ID.

I am convinced that this will not occur after October 1, 2020.

If you are having a problem with someone at the security checkpoint, you should ask to talk with a supervisor, just as you would in any other situation.

Washington Drivers License

Adults in Washington who wish to obtain a driver’s license have a variety of possibilities. To begin, you can follow the same processes as adolescents, if you so choose: obtain an instruction permit, complete a driver training course, and pass both the knowledge and driving exams that are required. However, while an instruction permit is necessary for all young drivers between the ages of 15 and 17, it is not required for adults who wish to obtain their Washington state drivers license. In order to practice driving before taking the driving test, you must get a permit from your local government.

Although it is not necessary if you have never operated a motor vehicle before, it is highly recommended.

How to Get an Adult Drivers License in Washington

If you want to get your adult drivers license as quickly as possible, you can forego both the instruction permit and the driving training course. To obtain a Washington drivers license under this situation, passing both the knowledge and behind-the-wheel driving examinations is all that is required of the applicant. Even if you aren’t enrolling in a driver training school or applying for an instruction permit, the process is straightforward:

  • Pre-apply for a driver’s license via the internet. Using a pre-application saves time at the licensing station and allows you to establish a record with the Washington Department of Licensing, which will help you conduct future transactions more smoothly. Pass the knowledge test at a testing center where it is offered. Getting 20 out of 25 questions accurate is required to pass the test. At the licensing office, fill out an application for a license.
  1. Bring your Social Security number as well as identification with you. Pass an eye examination. Pay any fees that may be applicable
  • Make an appointment to take a driving test at a testing center and pass the exam
  • Complete the process of getting your driver’s license. You have the option of completing this process online or in person at a licensing agency.
  1. Licensees who have had an instruction permit and have not received any infractions, suspensions, or revocations are not eligible to apply for online licensing.

It is necessary to print your online receipt since it will function as your temporary license. If you want to complete the process in person, you will be issued a temporary license at that time. To receive your permanent license, allow 7-10 days from the date of purchase.

Enhanced Driver License – Licensing Express

1st of December, 2021 Would you like to have to renew your driver’s license or identity card less frequently? You’re going to enjoy the modifications that will take effect on January 1, 2022. Residents of Washington will be able to begin choosing an 8-year renewal cycle instead of a 6-year term at that time. It is the consequence of Substitute House Bill 1207, which was approved earlier this year in order to give citizens with additional online services and options in the wake of the COVID-19 outbreak.

— and how much you want to pay every year.

Document type Per-year cost Cost for 6 years Cost for 8 years
Standard driver license/ID card $9 $54 $72
Enhanced driver license (EDL)/Enhanced ID card (EID) $13 $78 $104
Motorcycle endorsement $14 $84 $112
Commercial driver license (CDL)* $26 $156 $208

*According to federal regulations, commercial drivers’ licenses with a hazardous materials endorsement must be updated every five years or sooner. Go todol.wa.gov using any smartphone, computer/laptop, or tablet to complete your renewal in the quickest and most convenient manner. It takes only a few minutes to renew your membership online. You have up to a year before your license or identification card expires to renew. In other words, if your credential expires before 2023, you may renew it online for an additional 8 years (beyond the existing expiration date) as soon as the clock strikes midnight on New Year’s Eve, regardless of when it expires.

If you want to renew by mail, you will only be able to choose from an 8-year term.

Please keep in mind that first-time driver licenses, enhanced driver licenses, commercial driver licenses, intermediate driver licenses, and improved intermediate driver licenses will all begin with a different renewal period than the rest of the population:

  • The length of the first licenses granted in 2022 will be six years
  • The terms of the first licenses issued in 2023 and 2024 will be five years. The period of the first licenses granted in 2025 will be four years. Beginning in 2026 and thereafter, licensees will have the option of renewing for a period of six or eight years. First IDs and upgraded IDs are not included, but will be available for renewal after six or eight years.

The Department of Labor will continue to provide online instruction permit alternatives. As a result of SHB 1207, the following will continue to be applicable into the new year and beyond:

  • Permits for non-photo instruction can be obtained over the internet. Online renewal is available for both photo and non-photo instruction permits.

Previously, these services had been made available by a proclamation issued by the governor. They’ve established themselves as permanent residents. REAL ID enforcement date delayed (again) until May 3, 2023

The date is April 28, 2021. Because the epidemic is preventing people from accessing licensing services across the United States, the Department of Homeland Security (DHS) is allowing more time to ensure that you have REAL ID-compliant identification. The REAL ID Act, which enhances identification requirements for air travel, will not be enforced until May 3, 2023, which is many years later than initially envisioned. Earlier this year, just after the COVID-19 outbreak began, the deadline was also postponed until further notice.

  1. The enhanced driver license (EDL) and the enhanced ID card (EID) are the two types of identification available in Washington state that comply with REAL ID requirements (EID).
  2. Driver licensing offices in Washington, on the other hand, are now only open by appointment.
  3. It is possible that obtaining a different sort of REAL ID-compliant document will be more expedient and convenient.
  4. All of the following are compliant with the REAL ID Act:
  • The following documents are required: United States passport
  • United States passport card
  • Foreign passport
  • Permanent resident card (green card)
  • U.S. military ID
  • Federally recognized, tribal-issued photo ID
  • Border crossing card
  • United States Citizenship and Immigration Services employment authorization card (I-766)
  • DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
  • HSPD-12 PIV card
  • Transportation worker identification credential
  • U.S. merchant mariner credential

We recommend anyone who are looking for a qualifying document to look into alternatives to the EDL or EID at this time. Renewal of your basic license/ID online and subsequent upgrading in person are required if you wish to obtain an upgraded version. You will only be responsible for the difference in cost, which is $4 each year for the remainder of the term. If your Washington driver license or identification card expires after March 1, 2020, and you are unable to renew it, the Transportation Security Administration will accept it for up to one year after the expiration date of your license or ID.

Access to courthouses, Social Security offices, national parks, and health-care institutions will remain open as well.

Extensions are ending! Go online now to renew your driver license or instruction permit

25th of March, 2021 If you have put off renewing your driver’s license or instruction permit because the deadline has been extended, now is the time to take action. In reaction to the COVID-19 outbreak, the Department of Licensing (DOL) has decided that no more extensions would be granted. Verify your driver’s license or permit: Please renew it as soon as possible if its expiration date is between March 1, 2020 and March 31, 2021. Otherwise, please wait until the end of the month. It’s simple to renew your membership online!

These individuals include those under the age of 24, those above the age of 70, and those who would typically be required to attend a renewal office during this renewal cycle.

When does your extension officially come to an end?

A summary of the extensions granted for personal driver licenses and standard instruction permits alone (identity cards and motorbike instruction permits were not included) is provided below: 2020

  • Licenses and permits with expiration dates ranging from March 1, 2020, to June 30, 2020, are valid for 360 days from the date indicated on the card. You have reached the end of your extension period if your card was due to expire in March 2020. To give an example, if your card’s expiration date is March 17, 2020, your extension expired on March 12, 2021
  • Licenses and permits that expire between July 1, 2020 and September 30, 2020 are valid for 270 days after the date stated on the card. For example, if your card’s expiration date is July 8, 2020, your extension will last until April 4, 2021
  • Licenses and permits that expire between October 1, 2020 and December 31, 2020 will be valid for 180 days after the date inscribed on the card. As an illustration, if your card’s expiration date is October 1, 2020, your extension will expire on March 30, 2021.
  • Licenses and permits with expiration dates ranging from January 1, 2020, to March 31, 2021, are valid for 90 days after the date indicated on the card. As an illustration, if your card’s expiration date is February 22, 2021, your extension will expire on May 23, 2021.

Not interested in completing the calculations? It is possible to verify the expiration date of your driver’s license online by entering your driver’s license number and birthday, or by logging into License eXpress. There is absolutely nothing to be gained by delaying the renewal. Your next renewal cycle will begin on the date of your card’s original expiration, and you will be charged the same amount as you would have been if you had not requested an extension. If you have the opportunity to renew your driver’s license online, please do not schedule an appointment at a driver licensing office.

  1. The fact that you do your business remotely helps to keep you, other customers, and our personnel safe and healthy.
  2. Do you want a more powerful license?
  3. It is necessary to collect improved papers personally because of identification verification methods in place.
  4. If you want to be sure you’re prepared for REAL ID, you should examine alternatives to an improved ID document.
  5. You may renew your ordinary license or ID now and then upgrade later for only $4 a year for the remaining time in your cycle, saving you hundreds of dollars.
  6. Most commercial driver licenses (CDLs) and commercial learner permits (CLPs) having expiration dates on or after March 1, 2020 will have their validity extended until May 31, 2021, according to the Department of Transportation.
  7. We do not know whether or not any more CDL/CLP extensions will be implemented at this time.
  8. As soon as possible, you should renew your commercial license or permit.

With REAL ID still a year away, you have plenty of time — and options

1st of October, 2020 Are you concerned that your ID may soon be rejected at the airport? Rest easily and maintain your health. To make sure you’re ready for REAL ID, you have another year to prepare. It was decided to postpone till October 1, 2021, due to the epidemic that occurred in the previous year. This gives you extra time to make sure you have everything you need to board an airline or get entry to government institutions such as military bases, if necessary. The state of Washington offers two types of compliant identification: the enhanced driver license (EDL) and the improved ID card (EID).

It’s possible that you already have everything you need.

  • The following documents are required: United States passport
  • United States passport card
  • Foreign passport
  • Permanent resident card (green card)
  • U.S. military ID
  • Federally recognized, tribal-issued photo ID
  • Border crossing card
  • United States Citizenship and Immigration Services employment authorization card (I-766)
  • DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
  • HSPD-12 PIV card
  • Transportation worker identification credential
  • U.S. merchant mariner credential

In order to upgrade your normal Washington license or ID to an upgraded one, you may want to explore one of the methods listed above rather than immediately applying for a new one. EDLs and electronic identification cards (EIDs) can only be obtained by visiting a driver licensing office, and appointments – you’ll need one to get in — are difficult to come by. Because of social distance and other safety precautions in place, capacity at our 38 open locations around the state is approximately 50% at this time.

We make every effort to ensure that patients who require immediate attention are able to schedule an appointment.

Instead of upgrading to an EDL/EID until the health emergency has passed, you may find it easier to obtain a passport or other form of identification that complies with REAL ID requirements.

Residents having regular driver licenses and identification cards who intend to upgrade to an upgraded version in the future can do so for just the difference in cost per year ($4 per year).

Even when REAL ID becomes mandatory, your normal driver’s license or identification card will continue to be valid for driving inside the United States or using the train.

The REAL ID Act, approved by Congress in 2005, is intended to aid in the fight against terrorism and identity theft.

Spanish/español Take a look at this in Spanish. Offon’s Observations With REAL ID still a year away, you still have plenty of time — and alternatives — to get your act together. – Posted by the Department of Labor’s blog
