MCTD fee
Metropolitan Commuter Transportation District (MCTD) fees are levied on residents of the following counties: Brooklyn, Kings (Brooklyn), New York (Manhattan), Queens, Richmond (Staten Island), Dutchess, Orange and Putnam counties in New York and Westchester counties in New York. Every six months that the permit or driving license will be valid, there will be a $1.00 fee charged by the MCTD.

Can I get a refund of my driver license fees?
If you meet the requirements, you may be eligible for a partial refund of the $80-per-year driver license price. There is a maximum amount you may get, which is half (four years) of the initial eight-year driving license premium you paid. The reimbursement does not include any application or document costs, which are not refunded in full. If you have a valid driver’s license, you may be eligible for a partial refund.
- It was valid for 8 years when it was issued
- It was surrendered to us or to another state during the first 4 years of the 8-year period
- It had not been suspended or revoked when you surrendered it
- It had not been exchanged for a non-driver ID card

To be eligible for a refund, you must first submit an application.

In the event that you visit a Licensing Services Office in person, you may be eligible for a reduced-fee ID card. For those who do not qualify for a reduced rate ID card, the ordinary ID card costs $5, and a deluxe ID card costs $10. (RCW 46.20.117). You must meet the following requirements in order for DOL to issue at a reduced cost:
- The Department of Social and Health Services (DSHS) should provide you with a “Request for “Identicard” form (DSHS). Present this form in person at a Licensing Services Office, or mail it to the address shown below. Applicants must be under the age of 25 and not have a permanent home address, or they must have just been released from a Juvenile Rehabilitation Administration (JRA) institution operated by the Department of Children, Youth, and Families.
In the event that you opt to upgrade your ID card with a reduced charge, the upgraded fees will still apply. There is an additional $4 every year till the expiration date.
