Before issuing (or reissuing) a Maryland driver’s license, the Maryland Motor Vehicle Administration (MVA) verifies a countrywide database known as the National Driver Registry (NDR). This database contains information supplied by all 50 states of the United States, Canada, and Mexico on individuals who have been given a driver’s license and who have an unresolved problem relating to that license (e.g., unpaid fine). If the MVA determines that the applicant’s name appears on the NDR, the MVA will refuse to grant the applicant a Maryland driver’s license until the NDR is removed.
As soon as the NDR goes back “online,” the system is reviewed to see if the applicant’s name shows anywhere in the system.
Customers are notified that they must produce written proof to the MVA within 45 days of receiving the notification, unless they have a valid exemption from this requirement.
What should I do if I receive a notice of cancellation?
You should contact the proper out-of-state authorities as soon as possible using the information provided on the cancellation notice. They will be able to assist you in resolving the situation. Please keep in mind that the National Driver Registry (NDR) simply identifies the existence of a problem; the MVA is unable to determine the specifics of the problem from the information included in the NDR. After the problem has been remedied, receive a receipt or other written confirmation that the problem has been resolved successfully.

What happens next?
