To operate a motor vehicle in California, all citizens must have a valid California driver’s license. The conditions for your application will differ depending on your specific scenario (see below).

Situation1: “I’ve never had a DL.”

In the event that you are above the age of 18 and have never held a driver’s license in any state or nation, you may be eligible for an instruction permit until you are ready to take your driving test. An instruction permit for provisional driving is only available to drivers under the age of eighteen. An instruction permission would be provided to anyone who is over the age of eighteen. Once you have completed the criteria for the instruction permit, you will be able to take the driving test to obtain your California driver’s license.

Situation2: “I have a DL issued by another state.”

If you already have a valid driver’s license from another state, follow these steps to apply for a California driver’s license:

Are you requesting a report or document for someone other than yourself?

Clients are required to supply one of the following types of documentation:

  • Letter of authorization signed by the driver or the owner of the vehicle – The letter must clearly say that the client (requestor) has the consent of the driver or the owner of the vehicle to get the report/document. In the power of attorney form, the customer (requestor) must be properly identified. The consumer has submitted an application for employment. The consumer has submitted a credit application
  • A subpoena or a court order is required. Request letter on the letterhead of an approved (under the Driver Privacy Protection Act – DPPA) business – the letter should be signed by an authorized representative of the agency or corporation
  • If you are making an in-person request, you must have a business card from a DPPA recognized entity with you. The business card must include both the firm’s name and the customer’s (requestor’s) name on it. As previously stated, the consumer will be required to provide identification as well. Payment check with the name of a DPPA-authorized organization inscribed on the back


  • A cost for each non-certified report or document and a slightly higher fee for each certified report or document
  • If you request a search for a document that cannot be located, you will still be charged the non-certified fee or the certified fee, depending on your request
  • Notably, if you visit an MVA office and are orally informed by an MVA representative that the required report or document cannot be located, there is no payment. In the case of law enforcement and government bodies, there is no fee.
