A driver’s license with additional features The term “enhanced ID” refers to a card that serves as both a driving license and an identification card with limited passport features. It is issued in some provinces of Canada and certain states of the United States, as well as for people who are both citizens of the country and residents of the relevant region, and it is compliant with the Western Hemisphere Travel Initiative (WHTI). When it comes to foreign travel, an EDL is a combination driver’s license and passport card, which means it may be used for both land and sea travel, but not air travel, in countries that accept it.

  • A valid EDL may be used for “official purposes” (such as boarding a domestic aircraft) that are covered by the United States REAL ID Act since it is consistent with the Western Hemisphere Travel Initiative (WHTI).
  • To be clear, REAL ID-compliant licenses alone are not adequate for crossing international borders, even if a state uses a similar name for its REAL ID-compliant licenses while other states do not.
  • EDLs are accessible to Canadian residents residing in British Columbia and Manitoba, as well as in Ontario and Quebec, where they were formerly available.
  • Since the 30th of September, 2014, no new Driver’s Licence Plus papers have been issued.
  • Manitoba stated in February 2021 that it will phase down the improved driver’s licenses and enhanced identity cards beginning in 2022, effective immediately.

Minnesota citizens may now apply for an improved version of their driver’s license or identity card, which will allow them to re-enter the United States through land and water from Canada, Mexico, Bermuda, or the Caribbean, among other countries. The enhanced driver’s license (EDL) and the enhanced identification card (EID), in addition to acting as a driver’s license or identity card, are two of the federally-approved border-crossing credentials necessary under the Western Hemisphere Travel Initiative (WHTI).

Applications for an Enhanced Driver’s License or an Enhanced Identification Card are only accepted from Minnesota residents who are also citizens of the United States and are at least 16 years old.

An EDL/EID card must be addressed to the Minnesota residence address that is shown on the EDL/EID card in order to be valid. What is the difference between an EDL and an EID?

  • From Canada, Mexico, and several Caribbean nations, an EDL/EID can be used as a cross-border travel document (in place of a passport) to re-enter the United States by land and water. According to the Western Hemisphere Travel Initiative (WHTI), an EDL/EID serves as a means of identifying both identification and citizenship. These cards may be used for domestic air travel as well as for access to government institutions. Please see the Transportation Security Administration for a list of valid IDs
  • Using an EDL/EID for foreign aviation travel is not permitted. EDL/EID cards are equipped with a radio frequency identification (RFID) chip, which allows them to be read by a reader. Each EDL/EID card is allocated a unique number, which is stored on the RFID chip. It does not contain any biometric information (for example, fingerprints, face recognition, or other similar data)
  • Several states currently provide EDL/EID services
  • Minnesotans may choose to receive an EDL/EID, but they are not obligated to do so. An EDL/EID card must be addressed to the Minnesota residence address that appears on the card
  • Otherwise, the card will be returned to the sender.

You can apply for an EDL or an EID at any time, for any reason:

  • When your existing driver’s license or identification card is due for renewal
  • Application for your first driver’s license (and learner’s permit) or non-driver picture ID card
  • Application for your first driver’s license (and learner’s permit)
  • It is necessary to replace your existing driver’s license prior to the day on which it is due for renewal, so that the expiration date of your license does not alter. When you submit your application, you will be requested to complete an Interview Questionnaire
  • Please allow additional time for this when submitting your application. In the case that processing timeframes exceed 3-4 weeks, you will be issued a temporary receipt that will expire 120 days after the date of your application. Enhanced Drivers Licenses: What Are They?

State-issued enhanced drivers licenses (EDLs) serve as identification and evidence of citizenship in the United States. They are issued through a secure procedure and feature technology that makes travel more convenient. The documents serve as an inexpensive and simple option for tourists who wish to enter the United States from Canada, Mexico, or the Caribbean through a land or sea port of entry. They may also be used to obtain a permit to drive in the United States. In order to comply with travel regulations under the Western Hemisphere Travel Initiative (WHTI), which became effective on June 1, 2009, the Department has been working with states to improve their drivers licenses and identity papers.

Because they incorporate additional features, enhanced drivers licenses make it easier for nationals of the United States to cross the border into the country.

  • While approaching the border inspection booth, you should have a proximityRadio Frequency Identification (RFID)chip that will signal a secure system to pull up your biographic and biometric data for the CBP officer, as well as a Machine Readable Zone (MRZ) or barcode that the CBP officer can read electronically if RFID is not available.

The top 39 land ports of entry, which handle more than 95 percent of all land border crossings, are equipped with RFID technology, which helps to expedite travel for those who exhibit EDLs or one of the other RFID-enabled identification papers.

Alternative to Canadian Passport

As an alternative to obtaining a Canadian passport, the Department has collaborated with Canadian provincial and federal agencies in order to pursue upgraded drivers licenses. EDLs are being issued to Canadian residents by four Canadian provinces (British Columbia, Manitoba, Ontario, and Quebec), according to the Canadian government. When entering the United States from Canada, Mexico, or the Caribbean at a land or sea port of entry, Canadian citizens are required to submit an EDL to the customs officer.

Privacy Protection

The RFID chip on the card does not contain any personally identifying information, and the card does not have the capability of transmitting information electronically. In order to link the information on the card to information housed in a secure Department of Homeland Security database, the card is assigned a unique identification number. This number does not include any information that might be used to identify you personally. When you obtain an improved drivers license, you will also enjoy the following benefits:

  • Instructions on how to use, carry, and safeguard your license, as well as a protected sleeve that stops anybody from viewing your license

REAL ID and Enhanced Driver Licenses: Are TSA Agents As Confused As We Are?

I proudly presented my new ENHANCED driver’s license to a TSA agent at Newark International Airport with the comment that I was now prepared for October 2020 when the new rules requiring the presentation of a REAL ID license to board an airplane for a domestic flight go into effect, which I believe will be in October 2020. Normal driver’s license would no longer be accepted, and if you did not have the REAL ID license, you would be required to show a passport. Imagine my astonishment when the agent examined my license attentively and informed me that “this is not good; you will need to have it updated since it does not have the star in the upper right hand corner.” I responded politely that “I believe you are mistaken,” implying that they may simply not have implemented the necessary training to confirm that “Enhanced Driver licenses” are in fact superior to REAL ID licenses, as they are also acceptable identification and documentation for land and sea travel between the United States, Canada, and Mexico, as well as for international travel.

In response, the agent smiled and shrugged his shoulders.

Getting my Enhanced Driver License (EDL)

In the wake of public declarations about the necessity for REAL ID, I went to the website of the New York State Department of Motor Vehicles, where very clear instructions offered me with the option of “Obtaining an Enhanced Driver License (EDL) or REAL ID.” This was the beginning of my ordeal. The following is an excerpt from the website’s frequently asked questions:

What is an Enhanced Driver License (EDL)?

When I was made aware of the necessity for REAL ID by public announcements, I went to the website of the New York State Department of Motor Vehicles, where I was given the choice to “Get an Enhanced Driver License (EDL) or REAL ID.” This was the beginning of my quest.

The following is an excerpt from the FAQ section of the website:

Fee

For an enhanced driver license (EDL) or an enhanced non-driver ID card (ENDID), there is an extra price of $30.00 to pay. The cost is applied to the additional fees associated with the driver license or non-driver ID transaction, if any are applicable. It seemed to me that for an additional $30.00, this would be a wonderful deal. As instructed, I scheduled an appointment and arrived prepared with my United States passport, current driver’s license, birth certificate, recent bank statements and utility bills confirming my current residence, and what I believed to be my original Social Security card.

Because the paper I mistook for a social security card, and which did contain my name and social security number, was really the stub attached to my original Social Security card, I was first turned down for employment.

In less than two weeks, I had received my social security card, had scheduled my appointment with the DMV, had successfully finished the application procedure, and had received my upgraded driver’s license.

TSA Website

I returned to the TSA website after my exchanges at the airports in Newark and Fort Lauderdale and discovered that, to my surprise, my understanding of the requirements and that of the New York DMV were correct, as stated under the heading “About Enhanced Driver’s Licenses” on the TSA website: “Michigan, Vermont, Minnesota, and New York State issue REAL ID and state-issued enhanced driver’s licenses, both of which are acceptable.

” Only improved driver’s licenses are issued by the state of Washington.

The use of these papers at airport security checkpoints will be permitted after REAL ID enforcement is implemented.”

Reaching Out To TSA

The TSA’s CONTACT facility allowed me to submit a message and a request under the heading of “Request for Information” since I was not going to sit back and let this happen. Listed below is the message that I forwarded to them: In the course of our travels, we’ve passed through TSA security at Newark International Airport EWR and Fort Lauderdale International Airport FLL, and none of the TSA agents appear to be aware that there is such a thing as a “Enhanced” driver license, which is just as good, if not better than a REAL ID license.

  • Certainly, it is evident on the New York DMV website that the upgraded license is preferable, and I believe the indicator for it is a flag in the bottom right-hand corner.
  • This might be a real source of concern for those of us who have worked hard to get a “Enhanced” driver’s license.
  • I received a response within a few days, however it did not appear to address my concerns and instead appeared to be a prefabricated answer.
  • All states and U.S.
  • The dates for the extensions differ from state to state.
  • territories, as well as those with extensions, are accepted at TSA security checkpoints and are not subject to confiscation.
  • For further information on enforcement dates and extensions, please see http://www.dhs.gov/federal-enforcement/index.html.
  • REAL ID-compliant driver’s licenses are often identified by a star at the top of the document.
  • If you would like additional information on REAL ID, as well as a list of commonly asked questions, please visit www.tsa.gov/real-id.

Arkansas REAL ID

  • The recommendations of the 911 Commission were included into the federal REAL ID Act of 2005. The REAL ID Act forbids the federal government from accepting driver’s licenses or identity cards issued by states that do not comply with the provisions of the REAL ID Act for identifying purposes. There are many examples of this, including but not limited to commercial airplanes and federal structures. If you want to be in compliance with the Federal “REAL ID Act of 2005,” everyone who enters a federal institution, military installation, or boards a domestic aircraft after May 3, 2023 will be required to show you have the Arkansas REAL ID card. Individuals who do not have an improved license will be required to provide additional forms of identification. Additional approved document formats may be found on the websites of either the United States Department of Homeland Security or the Transportation Security Administration (TSA). You can upgrade to REAL ID at any time by visiting a REAL ID office and having a duplicate license issued to you. The cost of duplication is $10.00 for a driver’s license and $5.00 for a state identification card (State ID). The first time a Real ID is issued, the applicant must come in person to get it. You will not be able to upgrade by acquiring a duplicate license online. There is no difference in pricing between a Real ID and a normal license: $40.00 for the first time issuance or renewal and $40.00 for renewal. Depending on your situation, additional tests and transfer fees may be required. A duplicate license costs $10.00 and a state identity card costs $5.00. You will only be required to produce original papers if your name, social security number, or birth date has changed. No, according to state law, an Arkansas credential can only be held by one person at a time. A person asking for a Real ID must provide more documents than a person applying for a conventional driver’s license or state identification card, for example. In order to provide an increased level of protection against identity theft and international terrorism, the additional requirements have been implemented. Dependents may use residency documents from their parents, which must be accompanied by their birth certificate
  • Spouses may use residency documents from their spouse, which must be accompanied by their marriage certificate
  • In order to recover any missing papers, you will need to contact the proper authorities. You will need to contact the Arkansas Department of Health if you have misplaced your birth certificate or want a certified copy of your birth certificate in Arkansas. The Social Security Administration will need to be contacted if you have misplaced your Social Security Card. Arkansas Real ID does not operate outside of the United States, save for domestic flights and federal buildings, which are all within the country’s boundaries. Additional information on obtaining a Federal enhanced driver’s license to traverse borders may be found at the URL provided below. No, an Arkansas Real ID will not serve as a substitute for a United States passport. If you are traveling internationally, taking a cruise, or otherwise leaving the United States, you will still require a valid United States passport and birth certificate.

Why you may need to update your Michigan ID to travel this year

LANSING– In the event that you plan to travel by plane or need to access a federal building, you may need to update your Michigan identification card. Residents of Michigan now have the option to apply for a driver’s license or identification card that will allow them to board aircraft and attend government facilities in order to comply with a federal obligation, which began in August 2017. Beginning on October 1, 2020, Michigan residents who have a driver’s license or identification card that does not comply with the federal REAL ID Act will not be permitted to board domestic flights or enter federal buildings, nuclear power plants, or military bases unless they have another accepted identification document.

  • The cost of a REAL ID-compliant card is the same as the cost of a non-compliant card, and compliant cards will not feature radio-frequency identification (RFID) technology.
  • Residents will need to produce a certified birth certificate or similar acceptable document to any Secretary of State office in order to get a compliance card.
  • These cards will continue to be valid for driving and identification reasons, as well as for purchasing things that are restricted to those of a certain age.
  • Because these cards are already REAL ID-compliant, holders of enhanced cards will not be required to apply for a compliant card.
  • Among other things, the legislation establishes document and security requirements for the manufacture and issuing of driver’s licenses and identification cards, including the use of measures to prevent unauthorized copying or alteration of these documents.

This helps to safeguard against fraud and misuse. Congress approved the REAL ID Act in 2005 with bipartisan support, and presidents Bush, Obama, and Trump have all pushed to ensure that it is implemented in its current form.

Here are some FAQs from the state:

Visiting a Secretary of State office is required if your renewal notification specifies that your license or ID is not REAL ID compatible and you wish to apply for a REAL ID-compliant card before your renewal date. Please carefully read the insert that was received with your renewal notification to see what paperwork you will be required to furnish. Please keep in mind that you cannot apply for a REAL ID-compliant license or ID card via the mail or the internet. When applying for a divorce decree, it is necessary to ensure that it is certified (copies will not be recognized) and that it clearly identifies both the new and former names.

Nothing.

Just remember that you will need to have a REAL ID-compliant document with you when you travel domestically, or when you enter a military post, nuclear power plant, or some federal facilities, since your normal driver’s license or state ID will no longer be accepted by the government.

Before we can do anything else, we must first determine what these IDs are and what the difference is between true ID and improved identification. So, here’s everything you need to know about it:

What Is a Real ID?

It is the development of minimal security criteria for issuing and generating permits that is referred to as a true ID Act. Not only that, but having a real ID prevents federal agencies from accepting some identification cards and driver’s licenses for certain purposes in states where the Act’s minimum criteria are not being met. The Act’s covered objectives include entering nuclear power plants, gaining access to Federal facilities, and boarding commercial airplanes that are subject to federal regulation.

What Is an Enhanced ID?

It is the adoption of minimal security criteria for the issuing and manufacture of licenses that is referred to as “true ID legislation.” A true ID also prevents federal agencies from accepting some identification cards and driver’s licenses for certain uses in states where the Act’s minimum criteria are not being fulfilled, among other things. The Act’s covered objectives include entering nuclear power plants, gaining access to Federal facilities, and boarding commercial airplanes operated by the Federal Aviation Administration.

What’s the Difference?

They do not have the same pricing, which is one of the distinctions between the two products. The Enhanced ID will be $30 more expensive than a Real ID card. Nonetheless, the most significant distinction between the two is that you may use the Enhanced ID for international travel to nations such as Mexico, Canada, and a few Caribbean countries without the need for a passport. But it will only work if you do not go by airline, which is unlikely. The requirement for a passport for foreign flights remains in effect, so make sure you have one on hand when traveling internationally.

Real ID

In the event that you are going to obtain areal ID, you might as well gather all of the information you can about it so that you are prepared for what is to come. The next section contains some critical information regarding the paper.

Which States Are Real ID Compliant?

The great thing about having a legitimate ID is that it is accepted in all 50 states in the United States of America. Because of this, you won’t have to worry about it being out of compliance in your state at all.

Description and Schedule of Enforcement Phases

There are several phases of enforcement, and they are all cumulative in nature. Every single phase’s measures will continue to be in force during the subsequent phases of that phase.

Furthermore, each phase will begin with a three-month period during which agencies will be able to send alerts to persons who seek to use their ID cards or driver’s licenses from noncompliance states, but access will still be permitted.

Phases of Enforcement

However, you should be aware that when this time limit has expired, no agency will recognize this identification as proof of identity for admittance into any Federal institution. This indicates that the individuals will be required to follow the alternate processes established by the agency. The following further actions will be made accessible by the agency in question:

  • For the Nebraska Avenue Complex headquarters of the Department of Homeland Security, the first phase consists of restricted sections (such as places that are not accessible by agency contractors, guests, or even workers). When it comes to all federal nuclear power plants and installations, the second phase consists of restricted regions. 3rdPhase: Semi-restricted zones (for example, places that are open to the general public but need ID-based access control) for the vast majority of federal institutions (including military bases). People will still be able to visit Federal institutions to apply for and receive benefits from the government. boarding commercial airplanes that are subject to federal regulation in the fourth phase

Limitations

In situations when you do not need to gain access to a Federal facility, the Act does not require you to provide any kind of identification. On the other hand, it does not prevent the agency from accepting other sorts of identification documents other than state documents that are not in compliance with the law (like a U.S. passport or passport card). Aside from that, the Act’s limitations will have no effect on the other uses of identification cards or driver’s licenses that are not associated with official functions as specified by the Act.

Enhanced ID

There are a few things you should be aware of when it comes to enhanced identification, just as there are with a regular ID. The next paragraphs will provide you with the information you require to be knowledgeable about:

Alternative to Canadian Passport

There has been a great deal of effort put into this issue. Essentially, the Department has collaborated with a number of Canadian federal and provincial officials in an effort to establish the upgraded driver’s license as a viable alternative to Canadian passports as quickly as possible. Thus, this became a reality, and now anyone may use the document to enter the United States without the need for a passport, as long as they are not traveling by plane. EDLs are being issued to qualified Canadian nationals in four distinct Canadian provinces at this time.

If you are entering the United States from Mexico, Canada, or the Caribbean through a seaport or land port of entry, you can skip the need to present your passport and only display your EDL.

Privacy Protection

While the device has an RFID chip, you don’t have to be concerned about any personally identifying information being saved on it because the chip is encrypted. This is not going to happen. Furthermore, it cannot be transferred electronically via a credit card, ensuring the security of your information. The card has a one-of-a-kind identifying number that connects to information stored in a safe and secure database maintained by the Department of Homeland Security. The number itself does not contain any information that might be used to identify you.

You’ll also get some pointers on how to properly store, utilize, and safeguard your license while on the road.

Is your Washington driver’s license compliant with REAL ID? We’ve got answers to your questions.

In order to fly domestically within the United States, passengers aged 18 and older will be required to present a REAL ID-compliant state ID or driver’s license — or another accepted form of identification, such as an international passport — beginning on October 1, 2020 (for flights within the country). The Enhanced Driver’s License and the Enhanced ID card are the only REAL ID-compliant driver’s license and identification card options available in Washington. The Washington State Department of Licensing (DOL) spokesperson Christine Anthony and Transportation Security Administration (TSA) spokesman Lorie Dankers were contacted to provide answers to some of the most frequently asked questions concerning REAL ID.

Frequently Asked Questions

What exactly is REAL ID? The REAL ID Act is a federal law approved by Congress in 2005 that establishes new minimum criteria for state-issued identity documents, such as driver’s licenses and identification cards, among other things. Forms of identification that do not meet the requirements established by the laws are not permitted to be accepted by federal authorities. Since 2005, states have collaborated with the Transportation Security Administration and the Department of Homeland Security to satisfy the requirements of the REAL ID Act.

  • There’s good news!
  • On the TSA website, you may get a complete list of acceptable forms of identification:.
  • Who is not eligible for an Enhanced Driver’s License (EDL) or an Enhanced Identification Card (EID)?
  • How can I obtain an Enhanced Driver’s License or an Enhanced Identification Card?
  • Make sure to check the Department of Labor’s website for wait times.
  • A valid EDL or EID in Washington will need the submission of documentation that establish the following criteria.
  1. Valid proof of U.S. citizenship (e.g., a valid passport or a Certificate of Citizenship from the United States)
  2. Identification documentation (such as a valid driver’s license or passport)
  3. And Demonstration of a legitimate Social Security number (for example, a Social Security card or a W-2 that includes your SSN)
  4. Proof of residence in the state of Washington. (For example, a Washington identification card or an energy bill dated within two months)
  5. If you have legally changed your name more than once since birth, you must provide proof of each change (for example, a marriage certificate).

There are many different types of papers that may be used to give the necessary proof. You may find a comprehensive list on the Washington Department of Licensing website: how can I determine whether I already have an Enhanced Driver’s License or an Enhanced ID card? Washington’s REAL ID-compliant identity cards, unlike many other states’, do not feature a star at the top of the card, despite the fact that many other states’ cards do. The Washington EDL and EID are distinguishable by the presence of an American flag on the ID, the presence of a pink banner at the top of the ID, and the presence of the words “Enhanced Driver’s License” on the pink banner.

The Department of Labor said it is working with the Transportation Security Administration to guarantee that Washington’s EDL/EID is recognized at security checkpoints.

If you’re acquiring a new Enhanced Driver’s License or ID for the first time and have never had one before, the fee is $78.

In the case of an upgrade from a standard driver’s license or identification card to an Enhanced Driver’s License or identification card, the Enhanced Driver’s License will cost between $4 and $24 more than the standard renewal, depending on how many years of validity you have left on your standard license or identification card.

As a result, in addition to the $54 normal license renewal amount, you’ll be charged an additional $4 for each additional year of validity remaining on your license.

Ask the TSA/DOL

What causes the EDL/EID to be more expensive than a conventional Washington driver’s license/identification card? DOL:It takes a little longer to complete because we have to verify that you are a citizen of the United States. What is the procedure for renewing the EDL/EID? When it comes to the DOL license, it’s the same as the ordinary license. After six years, you can renew your license online; but, after 12 years, you must visit a local license renewal office. It’s precisely the same as the default setting.

The most common reasons why someone comes up and is unable to complete the requirements for an Enhanced Driver’s License are as follows: DOL: The birth certificate is the most frequent of these documents.

As a result, some persons have copies of their documents that have not been validated by the county of record.

If they were born in Washington, the Department of Health provides a link on their website where you may obtain a copy of their birth certificate if they were born there.

Simply said, we advise folks to check through the list that we have available online and to collect as many of the papers as they can before coming into the office.

TSA: The Transportation Security Administration (TSA) will utilize this identity for one reason and one purpose only: to verify that you are who you say you are in order to board an aircraft.

It’s only a function at the security checkpoint, nothing more.

DOL: No, in this state, you are only allowed to have one kind of identification.

DOL: It is possible to find a few offices in our high-traffic locations that are open till 5:30 p.m.

Definitely on the table, in my opinion, is the possibility of such a proposal.

If you don’t want to stand in line for an Enhanced ID, be sure to arrive early, especially if you need to renew your identification.

In order to receive an enhanced ID, you must come in regardless of whether you are upgrading, but you may do it right now.

If you don’t have a permanent physical address or you just use a post office box, how can you verify your residency for the purposes of getting an Enhanced Driver’s License or ID card?

What is the normal wait time for an Enhanced Driver’s License from the Department of Transportation?

It might take anything from a half-hour to an hour to complete the procedure, or it could take even less time.

Due to the fact that we are confirming papers and your Social Security number, the procedure will take a little longer than it would otherwise.

As soon as the federal government began discussing the possibility of finally enforcing the REAL ID act, we were already issuing the Enhanced Driver’s License (which requires U.S.

The green card obtained by the TSA can be used as a travel document.

Will this continue to be an option for passengers following the implementation of REAL ID compliance?

The procedure is referred to as our identification-verification process, and those who have gone through it are familiar with what it entails: an officer doing what amounts to a public-records background check on you.

It will also necessitate extra screening.

Due to limited resources, the Transportation Security Administration is evaluating its ability to conduct such sorts of inspections.

I subscribe toCLEAR, which requires no identification and allows you to be cleared by either an eye scan or a fingerprint match.

TSA: That is currently being addressed.

CLEAR will be given instructions, and those instructions will be shared to its members, regarding how REAL ID connects with the services they offer.

While the TSA at the Seattle International Airport may recognize the Washington Enhanced Driver’s License, TSA personnel at other airports are looking for a gold star in the right corner of the document.

Is it possible that TSA personnel are being trained to recognize the appearance of all compliant IDs?

That is something for which they will have reference guides, and if you are informed that your enhanced driver’s license is not acceptable, remember that a Washington state enhanced driver’s license is an approved type of REAL ID.

I am convinced that this will not occur after October 1, 2020.

If you are having a problem with someone at the security checkpoint, you should ask to talk with a supervisor, just as you would in any other situation.
