Background: I recently relocated to this area from New Jersey for employment. I work in sales and have recently relocated to our NC office in Charlotte. I have a work car, with company insurance, and it is registered with my employer (although it is still registered in New Jersey for the time being). I went to acquire my North Carolina driver’s license today.
- Anyway, after presenting all of my qualifications, I presented my proof of insurance, which was required by my employer.
- So the woman at the DMV informed me that I would not be able to obtain a “normal” license and that my license would be restricted to “fleet vehicles only,” meaning that I would only be able to operate my corporate car or rented cars.
- This makes absolutely no sense to me.
- The state was only concerned that the vehicle was insured under someone’s name at the time of an accident or a traffic stop (company, parent, sibling, etc).
- I’m looking for someone who can put some light on this for me.
- There is a huge benefit to owning a car both for personal and professional use with my firm, and that benefit is not having to pay for insurance.
- I instance, what if someone is intoxicated and I have to bring them home in their car?
Since I do not have a personal car, I am certain that no insurance provider will offer me coverage for not having a vehicle.
According to the way this was told to me by the beautiful employee at the DMV, it appears like North Carolina is requiring you to get insurance in order to obtain a driver’s license.

This puzzled me because, in the past, I had personal auto insurance on my Jetta and was able to drive other vehicles because I was still covered by my personal auto insurance. However, now that the firm has purchased my Jetta and it is now owned and insured by them, I require non-owners insurance.

Getting a New North Carolina Driver’s License
To lawfully operate a motor vehicle on public roads and highways in North Carolina, you must possess a valid driver’s license issued by the state.

Driver’s License with REAL ID in North Carolina In addition to non-compliant driver’s licenses, the NCDMV offers REAL ID driver’s licenses that are consistent with federal requirements. As of October 1, 2021, only the REAL ID will be accepted as official federal identification for domestic travel and access into government and military facilities; a conventional driver’s license will no longer be accepted after this date.

Have you recently relocated? All of the information you require to complete your relocation requirements with the DMV may be found here. If you currently hold a valid out-of-state driver’s license and wish to continue driving lawfully in North Carolina, you must apply for a North Carolina driver’s license within 60 days after establishing permanent residency in the state. When you apply, you will be required to bring identification, proof of residency, and your social security number with you.
You’ll receive a Temporary Driving Certificate if you pass the test; your permanent North Carolina driver’s license should come in the mail within 20 days of passing.
The application for a first-time driver license in North Carolina will be required if you do not have a valid out-of-state driver’s license (*).
* If you hold an out-of-state driver’s license that has been suspended, revoked, or canceled, you must first complete the reinstatement process in your previous state before applying for a North Carolina driving license.
Types of North Carolina Driver’s Licenses
This article describes the process of obtaining a first-time driving license in North Carolina for drivers who are 18 years old or older.

A noncommercial driver license for drivers 18 years of age and older is available through the North Carolina Division of Motor Vehicles (DMV).
- Using this license, you can drive a combination of noncommercial vehicles with gross vehicle weight ratings (GVWR) of less than 26,001 lbsORone that includes a towing unit weighing at least 10,001 pounds
- Using this license, you can drive any one noncommercial vehicle with a gross vehicle weight rating (GVWR) of at least 26,001 lbs OR while towing a unit weighing less than 10,000 pounds.
- This license permits you to drive standard passenger vehicles and trucks on public roads. The Class C license is the type of license required by the majority of North Carolina drivers.
Class A and Class B licenses are obtained in the same manner as Class C licenses, with the exception that you must bring the right vehicle for the kind of license you are applying for to your road test. See the section below under “Apply for Your North Carolina Driver’s License.”
New NC Driver’s License Eligibility Requirements
Again, if you are 18 years old or older, this page will teach you on how to obtain a new North Carolina driver’s license; otherwise, please see our Teen Drivers section for further information. You can apply for a new driver’s license in North Carolina if you meet the following requirements:
- In addition, you don’t have any “outstanding suspensions, revocations, or cancellations
- ” You have not been found unfit or unsafe to drive by the North Carolina Department of Motor Vehicles or a court of law
- If you are a non-resident of North Carolina, you do not require a driver’s license. The following individuals are considered non-residents by the state of North Carolina:
- Licenses from out-of-state must be in good standing. See “Military Drivers in North Carolina” below for further information.
- Students from out-of-state colleges or universities in North Carolina
- Salespeople** who work in other states but travel to North Carolina
- And * Non-residents are not treated in the same way as non-citizens by the North Carolina Department of Motor Vehicles. Non-citizens and North Carolina Driver’s Licenses’ is a section that contains information regarding non-citizens. If you live in another state but conduct business in North Carolina and are unsure if you qualify as a non-resident, contact the North Carolina Department of Motor Vehicles (NC DMV).
Obtain a North Carolina Learner’s Permit
However, while you are not required to get a learner’s permit in North Carolina, the DMV does make them accessible to you if you choose to practice driving before filing for your new Class C driver’s license. Appointments are available at the majority of North Carolina Division of Motor Vehicles (DMV) offices. Call ahead to confirm office hours and days of operation, since they vary from location to location. Pass Your Exam on Your First Attempt! To apply for a North Carolina learner’s permit, go to your local NC DMV and do the following:

- Paying with cash, personal check, or money order is the only acceptable method of payment.
Learning permits are not required to be held for any fixed period of time because they are purely discretionary documents. You’ll be issued a Temporary Driving Certificate at the DMV, and your learner’s permit will be mailed to you within 20 days, if everything goes smoothly.
Apply for Your New NC Driver’s License
In North Carolina, the manner in which you apply for a new driver’s license will be determined by whether or not you have a learner’s permit.
If you hold a learner’s permit, you can do the following:
- To schedule a driving test appointment, contact your local DMV office. Appointments are available at certain DMV locations, but not all. Please display the required documentation (see “Document Requirements” below)
- Take and pass the driver’s examination.
- Normal conditions will not need the administration of any more tests
- But, if you have suffered a change in vision, you may be asked to pass another vision examination. You’ll need to bring your own vehicle that’s been registered and insured.
- Pay the required fee (see ‘NC Driver License Fees’ below for further information)
If you did not receive a learner’s permit, you will need to complete a few more tasks.
- Call your local DMV office and inquire about the availability of appointments
- Bring the necessary documentation to the office. The DMV publishes comprehensive listings of approved papers for the following purposes:
- Expect to be quizzed on things like traffic signs and motor vehicle regulations. Preparation for the exam can be accomplished by studying the state’s driving handbook and taking a few practice tests.
- Call your local DMV for information on scheduling an appointment. You’ll need to bring your own vehicle that’s been registered and insured.
- Pay the required fee (see ” North Carolina Driver License Fees ” below for further information)
Following your successful completion of the driving test, you will be issued a Temporary Driving Permit. Within 20 days, you should get your permanent North Carolina driver’s license in the mail.
The following documents will be requested of you whether you’re applying for a permit or a driver’s license for the first time:
- Age and identification — one document
- Social Security number — one document
- North Carolina residence — one document
- A REAL ID-compliantlicense requires two papers
- A non-compliantlicense only one document.
- If you are not a citizen of the United States, you must have legal presence in the country (one document).
The Department of Motor Vehicles (DMV) provides lists of acceptable papers for both REAL ID licenses and non-compliant licenses. The North Carolina Department of Motor Vehicles maintains the authority to create copies of these papers, so you may not be required to show them again if you have already done so (for example, during your application for a permit). New NC Driver License Fees
Class A, B, and C driver licenses cost $21.50 each year; the actual amount you pay is determined by how many years you have left until your license expires, and that time period is determined by your age:
- 8 years for those between the ages of 18 and 65
- Senior citizens (above the age of 66): 5 years
Military Drivers in NC
Military personnel and their family are not required to apply for North Carolina driving licenses since they are deemed non-residents of this state.
You must, however, apply for a new North Carolina driver’s license if you are a member of the military, or a dependant of a military member, and your license has expired in your home state IF your home state is one of the following:

Non-Citizens and NC Driver’s Licenses
Other than the following document requirements, non-citizens must apply for their North Carolina driver’s licenses in the same manner as citizens of the United States. If you have been assigned a Social Security number, you must provide the following documentation:

Nc Driver’s License Restriction Code 90
North Carolina does not recognize foreign driver licenses; in order to lawfully drive in North Carolina, you must have a license that was granted by the state of North Carolina or your home state. Contact the North Carolina Department of Motor Vehicles (NC DMV) for further information particular to your circumstance.
NC DPS: Driver’s License
Obtaining a Driver’s License in the State of North Carolina There are no driver’s licenses issued by the Highway Patrol. Driver’s licenses must be obtained from the Department of Transportation’s Division of Motor Vehicles (DMV) before driving on public roads. A DMV office may be found by looking in the telephone book under State Government or by contacting the DMV by e-mail, depending on where you live. It is necessary to provide proof of insurance in order to receive a driver’s license. Driver’s licenses are granted based on the type of vehicle that will be used on the road.
In order to operate commercial motor vehicles, a commercial drivers license (CDL) must be obtained.
They are as follows:
- The CDL, Class A
- CDL, Class B
- CDL, Class C
- And the regular class A, Class B, and regular class C
- The regular class A
- The regular class B
- And the regular class C
A Regular Class C license is required for the operation of a passenger vehicle by the driver. Contact your local drivers license office to find out what form of drivers license is necessary for different types of automobiles. Minimum Age for Obtaining a Driver’s License Age requirement for regular Class C is 16 years. Regular Class A or B – Minimum age of 18 years. Class A, B, or C commercial driver’s license – At least 21 years of age (except for school bus drivers who need only be 18) Drivers who are from out of state or out of country Residents of other states or countries who hold valid driver’s licenses may operate motor vehicles in North Carolina using their credentials.
- It is legal to drive in North Carolina with a learners permit from another state, but only if the motorist is sixteen years old or older.
- A person who relocates to North Carolina and establishes residency has sixty (60) days from the date of their arrival to apply for a North Carolina drivers license or permit.
- Each level has its own set of constraints on how it can be used.
- Level 1 limits apply to those who have learner’s permits with modest restrictions.

Provisional License with Restrictions A restricted temporary license may be obtained by a person who is at least 16 years old but less than 18 years old.
- A limited learner’s permit has been in possession of the individual for at least 12 months
- He or she has not been convicted of a motor vehicle movement offense or seatbelt infraction in the preceding six months
- And the individual has completed a road test performed by the DMV.
When a motorist has a limited temporary license, he or she is subject to Level 2 limitations. The following are the restrictions that apply to the driver:
- The motorist must have his or her license in his or her hands. When traveling to and from work, it is permissible to drive without a supervising driver. When driving to and from an activity of a volunteer fire department, rescue squad, or emergency medical services, the driver may do so without a supervising driver if the motorist is a member of the organization
- You may only drive without a supervising driver for any other purpose between the hours of 5:00 a.m. and 9:00 p.m.
- It is necessary to drive with a supervising driver at any other time, when the supervising driver must be sitting behind the license holder but does not have to be the only other front seat passenger
- It is mandatory that all passengers in the car wear seatbelts or kid safety restraints. There may be no more than one passenger under the age of 21 in the car at any given time. No one in the license holder’s immediate family is subject to this restriction.
License with full provisional authority Someone who is at least 16 years old but less than 18 years old may be eligible for a full provisional license if they meet the following requirements: has held a limited provisional license for at least six months; and has not been convicted of a moving violation or seatbelt infraction during the preceding six months. Level 3 limits apply to the full provisional licensee who has completed the application process. Full driving privileges are awarded to the driver at the third level.
Getting a NC State ID/ Driver’s License
In the United States, a driving license has two functions: it grants authorization to drive and it acts as identity. To be able to drive lawfully in North Carolina, you must have a valid (not expired) driver’s license. North Carolina driver’s license, OR driver’s license from another state in the United States, OR driver’s license issued by the government of your home/residence country (Anyone whose legal residence is outside the state of North Carolina is considered a “non-resident” and may drive on the license issued by their home country or home state.
Keep in mind that you must first register with the Duke Visa Services Office before visiting the DMV office.
It is necessary to wait three days after registering with Duke Visa Services before visiting a DMV office to obtain a Learner’s Permit, State Identification Card, or Driver’s License.

However, it can only be utilized with rental automobiles.
IMPORTANT: If you are detected driving a private vehicle while holding a limited license, you will face the same penalties as if you were caught driving without a license.
EFFECTIVE The month of September 2009: All applications for a state identification card, learner’s permit, or driver’s license are transmitted to the Raleigh Department of Motor Vehicles for Homeland Security verification on the same day they are submitted to the department.

EFFECTIVE The month of September 2007: Before you may register your automobile in the state of North Carolina, you must first get a North Carolina State ID Card, a North Carolina Learner’s Permit, or a North Carolina Driver’s License from the state of North Carolina.

To get to the DMV, take a short stroll along ERWIN Road.
Alternatively, you may go to Durham Bus Station by using the Bull City Connector bus.
As soon as the bus driver drops you off at the Kroger at MLK Parkway bus stop, cross the street over to the Shopping Plaza and you will be at the Roxboro Road DMV in less than an hour.
The DMV is located directly across the street from the Kroger grocery store.
Automobile Insurance for the Short Term You can obtain auto liability insurance (also known as Non-Car Owner’s Insurance) for up to six months if you do not have a vehicle.
A Non-Owners Auto Insurance Policy will cost around $1200 for a period of six months.
This is not available from all auto insurance companies, so shop around to see who does provide it.

Then, no less than 20 days before your license’s expiration date, you must take your license to the DMV for renewal.
You must visit the DMV by July 10th to request an extension that will keep your license valid for the remainder of you grace period (if you are staying in the USA).
If you are extending your NC Driver’s License for Optional Practical Training (OPT), you will need to show your OPT-approved documentation, such as an Employment Authorization Document (EAD) or a new I-20 with OPT approval dates, in order to have your NC Driver’s License’s expiration date extended.
The Principal Visa Holder is also required to present his or her original EAD.
The North Carolina Child Passenger Safety Law stipulates that*
- In all vehicle sitting configurations, children under the age of 16 must be properly secured. Children under the age of 8 or weighing less than 80 pounds (regardless of age) must be properly restrained in a rear-facing car seat placed in the back seat. It is required that all children in booster seats use a lap and shoulder belt
- Only children over 40 pounds can be restained in a booster seat that is put in the backseat. Children aged 8 or older or weighing more than 80 pounds (regardless of age) must be restrained in the rear seat by a properly fitting seat belt
- Children aged 12 or older must be secured in the front seat (although the back seat is suggested)
