Enhanced driver’s license – Wikipedia

This article needs to beupdated. Please help update this article to reflect recent events or newly available information.(May 2017)

A driver’s license with additional features The term “enhanced ID” refers to a card that serves as both a driving license and an identification card with limited passport features. It is issued in some provinces of Canada and certain states of the United States, as well as for people who are both citizens of the country and residents of the relevant region, and it is compliant with the Western Hemisphere Travel Initiative (WHTI). When it comes to foreign travel, an EDL is a combination driver’s license and passport card, which means it may be used for both land and sea travel, but not air travel, in countries that accept it.

  • A valid EDL may be used for “official purposes” (such as boarding a domestic aircraft) that are covered by the United States REAL ID Act since it is consistent with the Western Hemisphere Travel Initiative (WHTI).
  • To be clear, REAL ID-compliant licenses alone are not adequate for crossing international borders, even if a state uses a similar name for its REAL ID-compliant licenses while other states do not.
  • EDLs are accessible to Canadian residents residing in British Columbia and Manitoba, as well as in Ontario and Quebec, where they were formerly available.
  • Since the 30th of September, 2014, no new Driver’s Licence Plus papers have been issued.

The province of British Columbia declared in early 2021 that it will phase down EDLs over the next five years. Manitoba stated in February 2021 that it will phase down the improved driver’s licenses and enhanced identity cards beginning in 2022, effective immediately.

Getting my Enhanced Driver License (EDL)

In the wake of public declarations about the necessity for REAL ID, I went to the website of the New York State Department of Motor Vehicles, where very clear instructions offered me with the option of “Obtaining an Enhanced Driver License (EDL) or REAL ID.” This was the beginning of my ordeal. The following is an excerpt from the website’s frequently asked questions:

What is an Enhanced Driver License (EDL)?

An enhanced license (permit, or non-driver ID) issued by the New York State Department of Motor Vehicles (DMV) can be used to return to the United States by land or water from Canada, Mexico, and other countries in the Caribbean in lieu of a valid passport. The Eastern District of New York’s EDL complies with the Western Hemisphere Travel Initiative (WHTI). 1 It is not acceptable when it comes to air travel between these two nations. If you have any questions about the requirements for travel documents, we recommend that you contact your travel agency, cruise company, or the specific countries of destination.

Only inhabitants of New York State who are citizens of the United States are eligible to apply for an EDL in the state of New York.

Fee

For an enhanced driver license (EDL) or an enhanced non-driver ID card (ENDID), there is an extra price of $30.00 to pay. The cost is applied to the additional fees associated with the driver license or non-driver ID transaction, if any are applicable. It seemed to me that for an additional $30.00, this would be a wonderful deal. As instructed, I scheduled an appointment and arrived prepared with my United States passport, current driver’s license, birth certificate, recent bank statements and utility bills confirming my current residence, and what I believed to be my original Social Security card.

Because the paper I mistook for a social security card, and which did contain my name and social security number, was really the stub attached to my original Social Security card, I was first turned down for employment.

In less than two weeks, I had received my social security card, had scheduled my appointment with the DMV, had successfully finished the application procedure, and had received my upgraded driver’s license.

TSA Website

I returned to the TSA website after my exchanges at the airports in Newark and Fort Lauderdale and discovered that, to my surprise, my understanding of the requirements and that of the New York DMV were correct, as stated under the heading “About Enhanced Driver’s Licenses” on the TSA website: “Michigan, Vermont, Minnesota, and New York State issue REAL ID and state-issued enhanced driver’s licenses, both of which are acceptable.

” Only improved driver’s licenses are issued by the state of Washington.

The use of these papers at airport security checkpoints will be permitted after REAL ID enforcement is implemented.”

Reaching Out To TSA

The TSA’s CONTACT facility allowed me to submit a message and a request under the heading of “Request for Information” since I was not going to sit back and let this happen. Listed below is the message that I forwarded to them: In the course of our travels, we’ve passed through TSA security at Newark International Airport EWR and Fort Lauderdale International Airport FLL, and none of the TSA agents appear to be aware that there is such a thing as a “Enhanced” driver license, which is just as good, if not better than a REAL ID license.

  1. Certainly, it is evident on the New York DMV website that the upgraded license is preferable, and I believe the indicator for it is a flag in the bottom right-hand corner.
  2. This might be a real source of concern for those of us who have worked hard to get a “Enhanced” driver’s license.
  3. I received a response within a few days, however it did not appear to address my concerns and instead appeared to be a prefabricated answer.
  4. All states and U.S.
  5. The dates for the extensions differ from state to state.
  6. territories, as well as those with extensions, are accepted at TSA security checkpoints and are not subject to confiscation.
  7. For further information on enforcement dates and extensions, please see http://www.dhs.gov/federal-enforcement/index.html.
  8. REAL ID-compliant driver’s licenses are often identified by a star at the top of the document.
  9. If you would like additional information on REAL ID, as well as a list of commonly asked questions, please visit www.tsa.gov/real-id.

» Enhanced Driver’s Licenses – What They Are and Where to Get Them

A total of four states have already begun to issue what are known as Enhanced Driver’s Licenses (EDLs). These licenses are equipped with radio frequency identification (RFID) chips, and persons who possess these special licenses are put into a database maintained by the Department of Homeland Security to track their movements. The program is now only available in four states along the Canadian border: Michigan; New York; Vermont; and Washington. It is designed to make it easier for people to cross the border from the United States to Canada.

This reduces the amount of time people must wait at the border for everyone.

To submit an application, you must visit a Secretary of State office and complete the necessary forms:

  • Demonstrate a valid Social Security Number, US Citizenship, identification, and Michigan residency to be eligible. a new photograph should be taken
  • Pay a $45 processing charge

New York, NY: New York drivers who wish to upgrade their existing driver’s license to an EDL can do so by contacting their local Department of Motor Vehicles (DMV). You will need the following items in order to apply:

  • Documentation of Social Security Number, identification of name, and documentation of New York residency are required. A $30 enhanced document charge and a $12.50 document processing fee must be paid.

Vermont residents who are also citizens of the United States are eligible to apply for an EDL. Due to the fact that not all Vermont DMVs are now issuing EDLs, it is important to look for a list of offices that do offer them. To be considered, you must bring the following items with you:

  • An ELD Application that has been fully completed
  • A valid operator’s license is required. Proof of Social Security Number, identity, United States Citizenship, and Vermont Residency are all required. In addition to the usual driver’s license price (which varies depending on whether you are renewing, changing, or receiving your first license), you must pay a $25 EDL charge.

Residents of the state of Washington can receive an EDL if they complete the qualifications for a Washington intermediate driver license, which is the license that most new drivers obtain when they first start driving. In Washington, you will require the following items:

  • Proof of citizenship, identity, and residency in the state of Washington
  • Your social security number (you do not need to bring your card)
  • To pay a fee, you can use cash, cheque, or an acceptable credit card
  • The charge is $15 for upgrading to an EDL and $35 for getting an EDL for the first time.

California, Arizona, and Texas driver’s licenses may also be upgraded in the near future, making crossing the US-Mexico border easier for citizens of the United States of America. These states are presently evaluating the best alternatives for supplying the cards, as well as the implications for border security. California was on the verge of allowing EDLs; the law had passed the state senate; but, privacy concerns have caused the plan to be shelved. There was nothing in the legislation to prevent California law enforcement from accessing the RFID chips, which has raised concerns among privacy advocates that the chip may be used to track and retain more information than the average person realizes.

  1. According to the Department of Homeland Security’s website, the RFID chip on the card contains no information that may be used to identify the cardholder.
  2. The EDL is also equipped with a protected sleeve, which prohibits anybody from viewing your license without your knowledge or permission.
  3. Almost all of these ports are already equipped with RFID readers that can read both passports and electronic driving licenses.
  4. So far, EDLs have been issued to citizens of the provinces of British Columbia, Manitoba, Ontario, and Quebec, among other places.
  5. EDLs will also allow those whose primary travel destination is Canada or Mexico to save money and time on the process of acquiring a passport, because the EDL will act as both their driver’s license and an identification card that will allow them to cross the border.

Floridians Planning A Flight on or After October 1, 2021 Should Make Sure They’re REAL ID Compliant

Beginning in October, you will be required to have a REAL ID driver’s license in order to travel domestically in the United States. Keep an eye out for the REAL ID gold star in the top right-hand corner of your driver’s license. Because of COVID-19, the REAL ID Act’s provisions governing domestic air travel will not be implemented until October 1, 2021, affecting residents throughout the country as air travel continues to grow, according to Orange County Tax Collector Scott Randolph, whose office issues driver’s licenses and state identification cards.

Are you unsure whether or not you have a REAL ID? Look for a gold star in the top right-hand corner of your driver’s license or state identification card. You are compatible with REAL ID if it is present, and no further action is necessary until your license expires and you must renew your license. Real ID compliance is already in effect for all credential holders under the age of 21. If you don’t see a gold star, you’ll need to travel to your local tax collector’s office to update your driver’s license or identification card, and you’ll need to bring in three types of identification papers to establish your identity, which include:

  1. Identification at the outset. Original birth certificate from the United States, valid passport from the United States, or proof of lawful residency in the United States
  2. Proof of Social Security Number. Original Social Security card, W-2 form, or paycheck
  3. And two pieces of identification that prove your residential address. Documents such as a vehicle registration or title, voter registration card, utility bill, mortgage statement, or a home lease agreement are examples of what is considered acceptable.

Florida’s standards are in accordance with federal laws established by the Department of Homeland Security’s Real ID Act, which was intended to increase security while also assisting in the reduction of identity theft.

Am I Real ID Compliant?

As of January 1, 2010, if you have submitted identity papers and have been awarded a license out of an office, you should be in compliance with Real ID requirements. Looking at your most recent driver’s license or identity card and seeing if it has a gold star in the top right corner next to the image of the state of Florida is the most straightforward approach to determine whether or not you are in compliance with Real ID. In the event that you currently have a Real ID compliant card, you will not be required to produce any additional documentation unless you are making a modification to the information (such as name, address, or immigration status) on your current card.

REAL ID Update

Floridians will have until May 3, 2023, to comply with REAL ID regulations because their state is a REAL ID compatible state. Beginning on May 3, 2023, all adults in the United States — including Floridians — will be required to provide a REAL ID-compliant driver’s license or another acceptable form of identification while traveling domestically by air. Residents in states who are either not REAL ID compliant or do not have an extension from the United States Department of Homeland Security will have a shorter time to meet the deadline.

Not sure if your photo ID complies with the REAL ID Act?

If your ID does not meet the requirements of the REAL ID Act, you must go to a Tax Collector’s office in person to receive a REAL ID.

In the event that your driver’s license is valid and has not yet expired, it will continue to be valid for driving purposes until the expiration date has passed.

What is an Enhanced Drivers License or EDL?

Some citizens of the United States and Canada have been eligible to get an Enhanced Driver’s License (EDL) since 2013. Currently, EDLs are available in the states of Minnesota, Michigan, New York, Washington, and Vermont in the United States of America. Efforts are underway in Arizona, California, and Texas to put an EDL program into effect. EDLs are available in Canada in the provinces of British Columbia, Quebec, Manitoba, and Ontario, among other places. Quebec, on the other hand, decided to end the program in 2014 owing to a lack of interest.

What is an Enhanced Driver License?

An enhanced driver’s license, often known as an EDL, can be used as both a driver’s license and an identification card, which can be used to establish citizenship in certain situations. It is permissible to use an EDL for land or sea travel (but not for air travel) as the identification necessary to pass international borders between the United States and other countries such as Canada, Mexico, and several Caribbean islands.

The Western Hemisphere Travel Initiative (WHTI) allows citizens of the United States to enter the country by land or sea (but not by air) with simply an EDL as identification when traveling from the nations listed below:

  • Anguilla, Antigua and Barbuda, Aruba, Bahamas, Bermuda, British Virgin Islands, Canada, Caribbean Netherlands, Cayman Islands, Curaçao, Dominica, Dominican Republic, Grenada, Jamaica, Mexico, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Sint Maarten, Turks and Caicos Islands
  • Turks and Caicos Islands

EDLs are important as documentation for American citizens who go on a cruise that departs from a port in the United States and returns to the same port at the conclusion of the trip. EDLs are described in detail by the Department of Homeland Security in terms of technology. Pros For people who live in states or provinces that provide EDLs, there are several advantages to acquiring an EDL that may be used for both land and maritime travel (not air). The advantages are as follows:

  • EDLs are important as documentation for American citizens who go on a cruise that departs from a port in the United States and returns to the same port at the conclusion of the voyage. EDLs are described in detail by the Department of Homeland Security in terms of their technology. Pros If you live in one of the states or provinces that provide EDLs, there are several advantages to acquiring one and using it for both land and sea travel (not air). Some of the advantages are listed below:
  • There are certain countries that do not accept EDLs and require passports to enter
  • When traveling by air, this is not a good idea. Because it is possible to “hack” an RFID chip in order to acquire access to a personal identifying code, there are privacy issues. This code serves merely as a one-time identifying number and does not include any personal information. There is a link between the code and the real personal information that is stored in a protected Homeland Security database. Additionally, theEDLs comes with a protective cover for the card, which prevents other people from receiving the radio signal.

Summary EDLs are useful for a variety of reasons and are less expensive than passports. EDLs are useful for particular sorts of travel, such as Caribbean cruises that depart from and return to an American port or numerous land crossings between the United States’ border with Canada or Mexico, among other things. You would be able to obtain an EDL from your local DMV location, which is indicated on this page.
