» Enhanced Driver’s Licenses – What They Are and Where to Get Them

A total of four states have already begun to issue what are known as Enhanced Driver’s Licenses (EDLs). These licenses are equipped with radio frequency identification (RFID) chips, and persons who possess these special licenses are put into a database maintained by the Department of Homeland Security to track their movements. The program is now only available in four states along the Canadian border: Michigan; New York; Vermont; and Washington. It is designed to make it easier for people to cross the border from the United States to Canada.

This reduces the amount of time people must wait at the border for everyone.

To submit an application, you must visit a Secretary of State office and complete the necessary forms:

  • Demonstrate a valid Social Security Number, US Citizenship, identification, and Michigan residency to be eligible. a new photograph should be taken
  • Pay a $45 processing charge

New York, NY: New York drivers who wish to upgrade their existing driver’s license to an EDL can do so by contacting their local Department of Motor Vehicles (DMV). You will need the following items in order to apply:

  • Documentation of Social Security Number, identification of name, and documentation of New York residency are required. A $30 enhanced document charge and a $12.50 document processing fee must be paid.

Vermont residents who are also citizens of the United States are eligible to apply for an EDL.

Due to the fact that not all Vermont DMVs are now issuing EDLs, it is important to look for a list of offices that do offer them. To be considered, you must bring the following items with you:

  • An ELD Application that has been fully completed
  • A valid operator’s license is required. Proof of Social Security Number, identity, United States Citizenship, and Vermont Residency are all required. In addition to the usual driver’s license price (which varies depending on whether you are renewing, changing, or receiving your first license), you must pay a $25 EDL charge.

Residents of the state of Washington can receive an EDL if they complete the qualifications for a Washington intermediate driver license, which is the license that most new drivers obtain when they first start driving. In Washington, you will require the following items:

  • Proof of citizenship, identity, and residency in the state of Washington
  • Your social security number (you do not need to bring your card)
  • To pay a fee, you can use cash, cheque, or an acceptable credit card
  • The charge is $15 for upgrading to an EDL and $35 for getting an EDL for the first time.

California, Arizona, and Texas driver’s licenses may also be upgraded in the near future, making crossing the US-Mexico border easier for citizens of the United States of America. These states are presently evaluating the best alternatives for supplying the cards, as well as the implications for border security. California was on the verge of allowing EDLs; the law had passed the state senate; but, privacy concerns have caused the plan to be shelved. There was nothing in the legislation to prevent California law enforcement from accessing the RFID chips, which has raised concerns among privacy advocates that the chip may be used to track and retain more information than the average person realizes.

  1. According to the Department of Homeland Security’s website, the RFID chip on the card contains no information that may be used to identify the cardholder.
  2. The EDL is also equipped with a protected sleeve, which prohibits anybody from viewing your license without your knowledge or permission.
  3. Almost all of these ports are already equipped with RFID readers that can read both passports and electronic driving licenses.
  4. So far, EDLs have been issued to citizens of the provinces of British Columbia, Manitoba, Ontario, and Quebec, among other places.
  5. EDLs will also allow those whose primary travel destination is Canada or Mexico to save money and time on the process of acquiring a passport, because the EDL will act as both their driver’s license and an identification card that will allow them to cross the border.

A driver’s license with additional features The term “enhanced ID” refers to a card that serves as both a driving license and an identification card with limited passport features. It is issued in some provinces of Canada and certain states of the United States, as well as for people who are both citizens of the country and residents of the relevant region, and it is compliant with the Western Hemisphere Travel Initiative (WHTI). When it comes to foreign travel, an EDL is a combination driver’s license and passport card, which means it may be used for both land and sea travel, but not air travel, in countries that accept it.

  1. A valid EDL may be used for “official purposes” (such as boarding a domestic aircraft) that are covered by the United States REAL ID Act since it is consistent with the Western Hemisphere Travel Initiative (WHTI).
  2. To be clear, REAL ID-compliant licenses alone are not adequate for crossing international borders, even if a state uses a similar name for its REAL ID-compliant licenses while other states do not.
  3. EDLs are accessible to Canadian residents residing in British Columbia and Manitoba, as well as in Ontario and Quebec, where they were formerly available.
  4. Since the 30th of September, 2014, no new Driver’s Licence Plus papers have been issued.
  5. Manitoba stated in February 2021 that it will phase down the improved driver’s licenses and enhanced identity cards beginning in 2022, effective immediately.

What is an Enhanced Drivers License or EDL?

Some citizens of the United States and Canada have been eligible to get an Enhanced Driver’s License (EDL) since 2013. Currently, EDLs are available in the states of Minnesota, Michigan, New York, Washington, and Vermont in the United States of America. Efforts are underway in Arizona, California, and Texas to put an EDL program into effect. EDLs are available in Canada in the provinces of British Columbia, Quebec, Manitoba, and Ontario, among other places. Quebec, on the other hand, decided to end the program in 2014 owing to a lack of interest.

What is an Enhanced Driver License?

An enhanced driver’s license, often known as an EDL, can be used as both a driver’s license and an identification card, which can be used to establish citizenship in certain situations. It is permissible to use an EDL for land or sea travel (but not for air travel) as the identification necessary to pass international borders between the United States and other countries such as Canada, Mexico, and several Caribbean islands.

The Western Hemisphere Travel Initiative (WHTI) allows citizens of the United States to enter the country by land or sea (but not by air) with simply an EDL as identification when traveling from the nations listed below:

  • Anguilla, Antigua and Barbuda, Aruba, Bahamas, Bermuda, British Virgin Islands, Canada, Caribbean Netherlands, Cayman Islands, Curaçao, Dominica, Dominican Republic, Grenada, Jamaica, Mexico, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Sint Maarten, Turks and Caicos Islands
  • Turks and Caicos Islands

EDLs are important as documentation for American citizens who go on a cruise that departs from a port in the United States and returns to the same port at the conclusion of the trip. EDLs are described in detail by the Department of Homeland Security in terms of technology. Pros For people who live in states or provinces that provide EDLs, there are several advantages to acquiring an EDL that may be used for both land and maritime travel (not air). The advantages are as follows:

  • Lower cost than passports– A new passport costs $115, which is less expensive. In comparison to the cost of a passport, an EDL is significantly less expensive. Michigan’s EDL cost is $45 dollars. Minnesota:$15 $30 in New York City Vermont:$25 Washington:$35
  • Processors can move more quickly through border checkpoints since EDLs have an RFID microchip that transmits a radio frequency. When a person comes within a certain distance of the equipment at the Border Control, the equipment scans the information from the microchip and searches for the individual’s matching information in the database. Additionally, the EDL contains a Machine Readable Zone (MRZ) or barcode that may be scanned by a border control officer using a barcode reader as necessary
  • Passports are more expensive– A new passport costs $115. In comparison to the price of a passport, an EDL is significantly less expensive. Michigan’s EDL fee is $45 per person. Minnesota:$15 $30 in New York Vermont:$25 Washington:$35
  • An EDL has an RFID microchip, which emits a radio frequency, which allows for faster processing at border crossings. It reads the information from the microchip when a person comes within close enough proximity to border control equipment to allow the device to discover a matching record in the database. The EDL also contains a Machine Readable Zone (MRZ) or barcode, which a border control officer scans with a barcode reader when it is required.

Summary EDLs are useful for a variety of reasons and are less expensive than passports. EDLs are useful for particular sorts of travel, such as Caribbean cruises that depart from and return to an American port or numerous land crossings between the United States’ border with Canada or Mexico, among other things. You would be able to obtain an EDL from your local DMV location, which is indicated on this page.

  • Do you happen to have a passport? It is possible to use it as your REAL ID credential if this is the case
  • Is the expiration date of your card between October 2020 and October 2022? You have the option to renew your license up to two years before it expires. Check out Texas.gov to check whether you can renew your license online
  • If your card expires between October 2020 and October 2022, you can obtain a duplicate through the Texas Department of Transportation (Texas.gov). You will be given with a REAL ID compliant duplicate that will be good until the time comes for you to renew your license.

After October 1, 2022, you have a number of choices if your card is no longer valid:

  • Do you happen to have a passport? It is possible to use it as your REAL ID credential if this is the case
  • You can obtain a duplicate Driver License or ID card by mailing in a form, or you can request a duplicate Driver License or ID card online at Texas.gov.

The REAL ID Act, which was passed by Congress in 2005, coincides with the 9/11 Commission’s suggestion that the federal government “establish criteria for the issue of sources of identity, such as driver’s licenses,” which was implemented. State-issued driver’s licenses and identification cards must meet minimum security standards established by the Act, and federal agencies are prohibited from accepting licenses and identification cards from states that do not meet these standards for official purposes, such as at airport screening checkpoints.

Several states have made significant strides toward implementing this crucial proposal of the 9/11 Commission.

Deadline for Texas Gold Star ID is Extended Until October

The Texas Department of Public Safety has extended the deadline for obtaining a Gold Star driver’s license by one year, effective immediately. The revised deadline for submissions is October 21, 2021. Congress approved the REAL ID Act in 2005 as a result of the terrorist events on September 11, 2001. As part of its attempt to combat terrorism and identity theft, the legislation mandates states to develop standards for state-issued driver licenses and identification cards that would increase the security of the cards.

A REAL ID with a gold star in the top right-hand corner of the card, on the other hand, was to be needed on all cards starting on October 1, 2020.

According to a press statement from the Department of Homeland Security, “Our state and local partners are working relentlessly with the administration to flatten the curve, and as a result, we want to eliminate any obstacles to response and recovery operations that are now in place.” The Department of Motor Vehicles (DMV) is temporarily shutting or restricting access in states around the country.

Millions of individuals will be prevented from applying for and acquiring their REAL ID as a result of this move.

Here’s how to get started with the procedure.

New Texas licenses and ID compliant with federal rules

Residents of Texas who renew or apply for a driver’s license, a state-issued identity card, or a license to carry will see and feel a change as a result of the new law. According to the Texas Department of Public Safety, the cards have been redesigned to have enhanced security measures that comply with federalREAL IDrequirements. The Department of Public Safety began issuing the new cards on February 24. The cards are composed of a polycarbonate substance that is more tamper-resistant and more difficult to replicate than traditional paper cards.

  • Another noteworthy change pertains to Texans who are suffering from a medical condition that may impair their capacity to communicate.
  • Veterans can designate a unique identifier to use to inform others about their military service.
  • The new identification cards and licenses comply with the federal government’s REAL ID regulations.
  • Beginning on October 1, 2020, people will be required to provide a valid passport, United States military identification card, or REAL ID-compliant driver’s license in order to board commercial aircraft or visit secure government sites.
  • Texans are advised to verify their driver’s licenses or identification cards for the gold star.
  • If a person’s driver’s license or identification card expires before October 2022, they can renew it up to two years ahead of time to get a REAL ID-compliant card before the expiration date of their current card.

A genuine ID or an upgraded ID can be obtained in the United States for those who meet the requirements. However, the difficulty is that not many people are aware of what these two things are and how they vary. It’s critical to comprehend this prior to purchasing one of them. Here’s all you need to know about the differences between actual ID and enhanced ID. You will be able to make the best selection this way.

Difference Between Real ID vs Enhanced ID

Before we can do anything else, we must first determine what these IDs are and what the difference is between true ID and improved identification. So, here’s everything you need to know about it:

What Is a Real ID?

It is the development of minimal security criteria for issuing and generating permits that is referred to as a true ID Act. Not only that, but having a real ID prevents federal agencies from accepting some identification cards and driver’s licenses for certain purposes in states where the Act’s minimum criteria are not being met. The Act’s covered objectives include entering nuclear power plants, gaining access to Federal facilities, and boarding commercial airplanes that are subject to federal regulation.

What Is an Enhanced ID?

It is the adoption of minimal security criteria for the issuing and manufacture of licenses that is referred to as “true ID legislation.” A true ID also prevents federal agencies from accepting some identification cards and driver’s licenses for certain uses in states where the Act’s minimum criteria are not being fulfilled, among other things. The Act’s covered objectives include entering nuclear power plants, gaining access to Federal facilities, and boarding commercial airplanes operated by the Federal Aviation Administration.

What’s the Difference?

They do not have the same pricing, which is one of the distinctions between the two products. The Enhanced ID will be $30 more expensive than a Real ID card. Nonetheless, the most significant distinction between the two is that you may use the Enhanced ID for international travel to nations such as Mexico, Canada, and a few Caribbean countries without the need for a passport. But it will only work if you do not go by airline, which is unlikely. The requirement for a passport for foreign flights remains in effect, so make sure you have one on hand when traveling internationally.

Real ID

In the event that you are going to obtain areal ID, you might as well gather all of the information you can about it so that you are prepared for what is to come. The next section contains some critical information regarding the paper.

Which States Are Real ID Compliant?

The great thing about having a legitimate ID is that it is accepted in all 50 states in the United States of America. Because of this, you won’t have to worry about it being out of compliance in your state at all.

Description and Schedule of Enforcement Phases

There are several phases of enforcement, and they are all cumulative in nature. Every single phase’s measures will continue to be in force during the subsequent phases of that phase. Furthermore, each phase will begin with a three-month period during which agencies will be able to send alerts to persons who seek to use their ID cards or driver’s licenses from noncompliance states, but access will still be permitted.

Phases of Enforcement

However, you should be aware that when this time limit has expired, no agency will recognize this identification as proof of identity for admittance into any Federal institution. This indicates that the individuals will be required to follow the alternate processes established by the agency. The following further actions will be made accessible by the agency in question:

  • Please bear in mind that when this time period has expired, no agency will recognize this identification as proof of identity for entrance into any Federal institution. As a result, the individuals will be required to follow the agency’s alternative process. The following additional procedures will be made accessible by the agency in question: a.

Limitations

In situations when you do not need to gain access to a Federal facility, the Act does not require you to provide any kind of identification. On the other hand, it does not prevent the agency from accepting other sorts of identification documents other than state documents that are not in compliance with the law (like a U.S. passport or passport card).

Aside from that, the Act’s limitations will have no effect on the other uses of identification cards or driver’s licenses that are not associated with official functions as specified by the Act. This includes identification cards and licenses from states that were not in compliance.

Enhanced ID

There are a few things you should be aware of when it comes to enhanced identification, just as there are with a regular ID. The next paragraphs will provide you with the information you require to be knowledgeable about:

Alternative to Canadian Passport

There has been a great deal of effort put into this issue. Essentially, the Department has collaborated with a number of Canadian federal and provincial officials in an effort to establish the upgraded driver’s license as a viable alternative to Canadian passports as quickly as possible. Thus, this became a reality, and now anyone may use the document to enter the United States without the need for a passport, as long as they are not traveling by plane. EDLs are being issued to qualified Canadian nationals in four distinct Canadian provinces at this time.

If you are entering the United States from Mexico, Canada, or the Caribbean through a seaport or land port of entry, you can skip the need to present your passport and only display your EDL.

Privacy Protection

While the device has an RFID chip, you don’t have to be concerned about any personally identifying information being saved on it because the chip is encrypted. This is not going to happen. Furthermore, it cannot be transferred electronically via a credit card, ensuring the security of your information. The card has a one-of-a-kind identifying number that connects to information stored in a safe and secure database maintained by the Department of Homeland Security. The number itself does not contain any information that might be used to identify you.

You’ll also get some pointers on how to properly store, utilize, and safeguard your license while on the road.

Important Passport processing processes are taking longer than usual as a result of Covid-19, and this is true for both standard and expedited services. Enhanced Driver’s License (EDL) issued by the state provides travelers with not just a driving license, but also documentation of their identity and citizenship while traveling over state and federal boundaries in the United States of America. In accordance with the Western Hemisphere Travel Initiative (WHTI), this card was developed to enable travelers from select border states with a quick, but safe, means of entering and exiting the nation.

When combined with a REAL-ID, an EDL can be used for domestic flight travel inside the United States. In contrast, an EDL may not be used for international air travel and may not be used for domestic air travel inside the boundaries of any of the nations listed above.

What does an Enhanced Driver’s License offer?

Enhanced Driver’s Licenses are equipped with a variety of security features and technology that make travel both easier and more secure. In addition to a Radio Frequency Identification (RFID) chip and a Machine Readable Zone (MRZ) barcode, each EDL has a biometric information chip that CBP agents may scan to gain instant access to your biometric information. The top 39 land ports of entry into and out of the United States (which serve more than 95 percent of all land border crossings in and out of the United States each year) are equipped with RFID technology.

In the event that a specific port of entry does not have access to RFID, or if RFID is not functioning properly, CBP agents can use the MRZ barcode as a backup method.

An EDL is also substantially more durable and handy than a passport book, which is a plus in this situation.

How to apply for Enhanced Driver’s License?

Increased security features and technology are built into enhanced driver’s licenses, making travel both easier and safer. In addition to a Radio Frequency Identification (RFID) chip and a Machine Readable Zone (MRZ) barcode, each EDL has a scanner that CBP agents may use to gain access to your biometric information rapidly. It is outfitted with RFID-reading equipment at the top 39 land ports of entry into and out of the United States (which account for more than 95 percent of all land border crossings in the United States each year).

Besides being more durable and handy than a passport book, an EDL is also more cost-effective.

Consider applying for a United States Passport Card if you plan to travel to other states and want the same level of convenience.

  • If you have never held a driver’s license before, you must pass both the written knowledge exam and the driving skills exam before a license may be awarded. Individuals 18 and older are not compelled to take driver education, however it is highly encouraged that they do so. If you currently hold a valid driver’s license, you can apply for an EDL at the time of renewal or extension of your license’s expiration date. You must provide the relevant evidence, which may include a mix of Social Security cards, proof of identification, proof of US citizenship, and proof of presence in the United States. If you want to alter your name, you must provide legal and relevant documentation. On your driving record, you must not have any traffic offenses, license suspensions, revocations, or rejections that would prevent you from operating a motor vehicle legally.

It is important to note that in some areas, you may be needed to participate in a formal interview in order to acquire an EDL. The temporary operator’s permit or temporary upgraded ID will be granted to you once you have completed the application, had your biometrics and photographs taken, and signed the relevant declaration documents. This permit is solely good for identification purposes and is not authorized for border crossing.

Your improved license, which is valid for up to four years, should come in the mail within two to three weeks after placing your application. When it comes to the validity of your Enhanced License, it’s usually the same as the validity of your standard Driver’s license.

This permit is only good for identification purposes and is not authorized for crossing the border itself. Your improved license, which is good for up to four years, should come in the mail within two to three weeks after placing your order.

REAL ID and Enhanced Driver Licenses: Are TSA Agents As Confused As We Are?

I proudly presented my new ENHANCED driver’s license to a TSA agent at Newark International Airport with the comment that I was now prepared for October 2020 when the new rules requiring the presentation of a REAL ID license to board an airplane for a domestic flight go into effect, which I believe will be in October 2020. Normal driver’s license would no longer be accepted, and if you did not have the REAL ID license, you would be required to show a passport. Imagine my astonishment when the agent examined my license attentively and informed me that “this is not good; you will need to have it updated since it does not have the star in the upper right hand corner.” I responded politely that “I believe you are mistaken,” implying that they may simply not have implemented the necessary training to confirm that “Enhanced Driver licenses” are in fact superior to REAL ID licenses, as they are also acceptable identification and documentation for land and sea travel between the United States, Canada, and Mexico, as well as for international travel.

In response, the agent smiled and shrugged his shoulders.

Getting my Enhanced Driver License (EDL)

In the wake of public declarations about the necessity for REAL ID, I went to the website of the New York State Department of Motor Vehicles, where very clear instructions offered me with the option of “Obtaining an Enhanced Driver License (EDL) or REAL ID.” This was the beginning of my ordeal. The following is an excerpt from the website’s frequently asked questions:

What is an Enhanced Driver License (EDL)?

An enhanced license (permit, or non-driver ID) issued by the New York State Department of Motor Vehicles (DMV) can be used to return to the United States by land or water from Canada, Mexico, and other countries in the Caribbean in lieu of a valid passport. The Eastern District of New York’s EDL complies with the Western Hemisphere Travel Initiative (WHTI). 1 It is not acceptable when it comes to air travel between these two nations. If you have any questions about the requirements for travel documents, we recommend that you contact your travel agency, cruise company, or the specific countries of destination.

Only inhabitants of New York State who are citizens of the United States are eligible to apply for an EDL in the state of New York.

Fee

For an enhanced driver license (EDL) or an enhanced non-driver ID card (ENDID), there is an extra price of $30.00 to pay. The cost is applied to the additional fees associated with the driver license or non-driver ID transaction, if any are applicable. It seemed to me that for an additional $30.00, this would be a wonderful deal. As instructed, I scheduled an appointment and arrived prepared with my United States passport, current driver’s license, birth certificate, recent bank statements and utility bills confirming my current residence, and what I believed to be my original Social Security card.

Because the paper I mistook for a social security card, and which did contain my name and social security number, was really the stub attached to my original Social Security card, I was first turned down for employment.

In less than two weeks, I had received my social security card, had scheduled my appointment with the DMV, had successfully finished the application procedure, and had received my upgraded driver’s license.

TSA Website

I returned to the TSA website after my exchanges at the airports in Newark and Fort Lauderdale and discovered that, to my surprise, my understanding of the requirements and that of the New York DMV were correct, as stated under the heading “About Enhanced Driver’s Licenses” on the TSA website: “Michigan, Vermont, Minnesota, and New York State issue REAL ID and state-issued enhanced driver’s licenses, both of which are acceptable.

” Only improved driver’s licenses are issued by the state of Washington.

The use of these papers at airport security checkpoints will be permitted after REAL ID enforcement is implemented.”

Reaching Out To TSA

The TSA’s CONTACT facility allowed me to submit a message and a request under the heading of “Request for Information” since I was not going to sit back and let this happen. Listed below is the message that I forwarded to them: In the course of our travels, we’ve passed through TSA security at Newark International Airport EWR and Fort Lauderdale International Airport FLL, and none of the TSA agents appear to be aware that there is such a thing as a “Enhanced” driver license, which is just as good, if not better than a REAL ID license.

  1. Certainly, it is evident on the New York DMV website that the upgraded license is preferable, and I believe the indicator for it is a flag in the bottom right-hand corner.
  2. This might be a real source of concern for those of us who have worked hard to get a “Enhanced” driver’s license.
  3. I received a response within a few days, however it did not appear to address my concerns and instead appeared to be a prefabricated answer.
  4. All states and U.S.
  5. The dates for the extensions differ from state to state.
  6. territories, as well as those with extensions, are accepted at TSA security checkpoints and are not subject to confiscation.
  7. For further information on enforcement dates and extensions, please see http://www.dhs.gov/federal-enforcement/index.html.
  8. REAL ID-compliant driver’s licenses are often identified by a star at the top of the document.
  9. If you would like additional information on REAL ID, as well as a list of commonly asked questions, please visit www.tsa.gov/real-id.

I was at a loss for what to say to her. 2022 is the year in question. Professional Services firm Proskauer Rose LLP published the National Law Review in Volume X, Number 31.

After issuing an enhanced driver’s license or personal identification certificate, the department shall maintain its standard driver’s license and personal identification certificate programs and provide each applicant with the option of receiving either a standard or enhanced driver’s license and personal identification certificate.

  • Any person who wishes to obtain an enhanced driver’s license or personal identification certificate must submit a biometric identifier that has been designated by the department.
  • In order to be considered for the one-to-many biometric match, an applicant must sign a declaration confirming that the applicant understands the process.

  • In addition to any other conditions that may be placed on applicants for a driver’s license or personal identity certificate, the requirements of this section must be met in order to be considered.

Periodically, the department shall review technological innovations relating to the security of driver’s licenses and personal identification certificates and, if necessary, amend the rules to ensure that the privacy of drivers license and personal identification certificate holders is protected in accordance with this section.

To make it easier for people to cross the border between this state and Mexico, the department may enter into a memorandum of understanding with any federal agency.

The agency is responsible for implementing a statewide education campaign to inform inhabitants of this state about the border crossing program.

To prevent the sale or disclosure of biometric information obtained from an enhanced driver’s license, or any information obtained from an enhanced driver’s license radio frequency identification chip or similar technology, to another person or an affiliate of the seller, the seller must first obtain permission from the owner of the enhanced driver’s license to do so.
