Situation1: “I’ve never had a DL.”

This is the basic premise of the REAL ID program: Invent a new type of state driver’s license or identification card that demands more stringent identifying paperwork in order to ensure the identity of the person holding it. California ID Cards – A Must Have For Californians
A Real California Identification card or a Real ID driving license can be used to prove your identity if you are a California resident who does not have a passport at the time. A voter registration card, a passport, and a bank account are all possible uses for this card. CA ID Card Application
A California ID card or driver’s license can be obtained online, in a local field office, or at one of numerous federal facilities. People of any age can apply for these documents. The most significant distinction between a driver’s license and a CA id card is that a driver’s license allows you to operate a motor vehicle. The following types of identification cards may be issued:
- A standard identification card
- A senior citizen identification card (if you are 62 years or older)
A California motorist must go to their local CA DMV field office to apply for their ID card in order to be able to do the following:
- Fill out the Driver License/Identification Card Application (Form DL-44) as completely as possible. The fact that your signature is required means that this form cannot be accessible on the internet
- Please provide a thumbprint. Inquire about having your photo taken at the field office.

CA Identification Card Fees

The ID card will be valid for six years after it is issued. In the following instances, there will be no charge:

Reduced Fees for California Real ID Card

Renewing a California Real ID Card or Driver’s License
A CA identity card is valid for the following purposes:
- If it is a conventional ID card, it is valid for six years
- If it is a senior citizen ID card, it is valid for ten years.
Similarly to California license renewals, you may renew your California Real ID card online, in the mail, or in person at the Department of Motor Vehicles in Sacramento.
If you want to renew your California Real ID in person or online at the DMV website, you must have the following documents:
- The DMV has sent you a notice of renewal in the mail
- A Social Security number that has been confirmed with the Department of Motor Vehicles
- To pay the charge, you’ll need a credit/debit card or bank account. You have the same name and address as before
- There is no way to modify one’s personal information online

If you meet the following criteria, you may be able to renew your driver’s license or identification card over the mail:
- This means that your CA identity card has not been expired for more than one year. There will be no change to your name on your identification card. Your most recent renewal was completed in person
You must complete this form (Form DL 410 FO), attach a check or money order made payable to “DMV,” and ship it to the California DMV field office listed on the form in order to renew your California identification card or driver license by mail.
California Real ID Card Replacements
If your California identity card has been lost or stolen, you will need to visit a DMV field office in order to obtain a replacement. Other than in person, there is no other choice; you cannot complete the process on the DMV website. You will be required to meet the following requirements:
- You must have a completed DL 44 form. Make a thumbprint of your hand
- Take a photograph of yourself
- Pay the $28 processing charge. In the case of those under the age of 62
- There is no requirement for a birth date or proof of lawful presence.
Change of California ID Card Information
You must first alter your legal name with the Social Security Administration (SSA) before you may change your legal name on a California identity card. If their records do not match the new name you have registered with the California Department of Motor Vehicles, the California DMV will send you a letter requesting that you verify the information. Visit a DMV field office in person to complete the following tasks: changing your name.
- Form DL 44 must be completed. Make a thumbprint on the page. Take a photograph of yourself
- Pay the $28 application fee (if you are under the age of 62)
The California Department of Motor Vehicles must also be submitted with proof of the new name, which includes the following documents:
- Date of birth or documentation demonstrating that your presence in the United States is lawful. This might be a birth certificate, citizenship certificate, or passport issued by the United States

In order to change the address on your California identity cards or your driver’s license through the mail, you must first complete out this form and submit it to the address shown on the form. By phoning the DMV, you may also request that the paperwork be sent to you by mail. After you’ve submitted the form, keep a piece of paper with your new address written on it with you at all times, just in case. Always keep it with you, along with your driver’s license or other documentation.
If you want to change your address in person, you must complete out this form (Form DMV 14) and bring it to a DMV location. You will then be given form DL 43, which you should keep next to your driver’s license or identity card at all times.

California offers driver license/identification cards that are REAL ID compliant
Update as of April 27, 2021: Secretary of Homeland Security Alejandro N. Mayorkas said that the Department of Homeland Security (DHS) will delay the implementation of the REAL ID program by 19 months, from October 1, 2021 to May 3, 2023, owing to conditions stemming from the current COVID-19 epidemic in the country. States’ ability to issue REAL ID-compliant driver’s licenses and identity cards has been severely hampered as a result of the epidemic, with many driver’s licensing bureaus currently running at capacity.

Do you need a REAL ID?
For domestic flights beginning on or after May 3, 2023, travellers who wish to continue to use their driver’s license or identification card will be required to provide a federally compliant REAL ID driver’s license or identification card with a specific marking. In order to obtain one of these cards, a person must apply in person at a California Department of Motor Vehicles office and provide the necessary federally needed paperwork. The REAL ID card is an optional item to purchase. Other federally compatible identification, such as a valid United States passport, can be used to pass past airport security as well as to enter secure government buildings and military bases.
Starting on May 3, 2023, the Department of Homeland Security will begin enforcing these new requirements.
Applying for a REAL ID
Anyone interested in applying for a driving license or identification card with the REAL ID marking must do it in person at a DMV field office and bring the following documentation:
- Documentation of identification (birth certificate issued in the United States, valid passport or permanent residence card issued in the United States, or foreign passport with an authorized form I-94). A student identification card is not acceptable). If you have legally changed your name, you must have a name change paperwork, such as a marriage certificate or adoption documents filed with the court, to prove it. Valid identification with a social security number (social security card, W-2 form, or paystub with complete SSN)
- A proof of residency in California (rental agreement, mobile phone bill, official school records that include your birthdate)
A complete list of acceptable papers, as well as an interactive checklist, may be found at REALID.dmv.ca.gov. Identification and Social Security cards must be shown in person or certified copies must be provided (no photocopies or pictures). You can bring in a paper copy of your evidence of California residency, however the DMV will not accept electronic files as proof of residency.
